It says: "Whoever engages in conduct that violates any of the provisions of law listed in subsection (b) and thereby causes the death of, or bodily injury […] to, a child, who is in utero at the time the conduct takes place, is guilty of a separate offense under this section." The sections listed under subsection (b) include drug laws. It appears you're wrong.
Wrong for the umpteenth time! EVERY PERSON under the Jurisdiction of the Law of the Land has Constitutional Rights with the exception of those rights that pertain only to Citizens. The Constitution does not require you to be born yet to be a citizen. This subject has already been discussed in extensive detail in other threads. Not only that, but the Constitution also grants certain rights to persons who are not citizens.
