There is poverty all over the united states. Yet not everyone who is subjected to poverty feels inclined to go out and murder others in retaliation.
53% of murders are committed by blacks. 67-70% of murders are committed with firearms. To NOT find a strong correlation would be very strange indeed.
Many years ago I was talking to an old Korean woman, who had grown up in Korea after the Japanese occupation. She told me her small village was very dirt poor ('you can't imagine how poor we were'), but everyone was very good and there was virtually no crime whatsoever in her village. Traditional Korean culture is extremely family-oriented (possibly more so than any other society on earth), so that may have explained it. Just to give some idea of what Korean society is like, you can watch Korean soap operas where the mother will come along on the first two dates with her son meeting another woman, even though the man is 21 years old. Sometimes the mother even faints to guilt-trip her son into doing something. Girls, even when they are 18, typically do not date another guy without her parent's permission. And the concept of collective punishment for entire families has long existed in Korean history and even still exists in North Korea. If you contrasted this to a "typical" Black style of parenting in the US, the difference would be night and day.
This is a self-fulfilling prophecy. African Americans have been subject to severe racism for centuries. In USSR 1960s, Jews were blamed for disproportionately sympathizing with the West -- also a self-fulfilling prophecy.
Many violated Article 70 of Soviet Penal Code. In USSR after Stalin very few people were arrested for that crime. PS. I am proud of Jews who rejected Totalitarian and Authoritarian Communism! My great-grandparents worked to build Democratic Socialism under Leon Trotsky.
Individuals who are "hurt" for whatever reason is ultimately never going to cease for as long as the human species exists, so it in a collective sense should simply get over the notion now, and be done with it. There will always be those who believe they have been negatively harmed in some manner, through some manner or another, and who feel entitled to harm others in response. It does not work that way. Since the concept of "hurt" is never going to be stopped, it is ultimately up to individuals to refrain from harming others simply because they do not like their situation. If they cannot do that, if they cannot cease acting like rabid animals, they will be killed in response and the use of force will be justified. Growing up in poverty does not justify bludgeoning anyone over the head with a brick.
There will always be those who seek pity due to believing they have been harmed and wronged in some way, even if they have not. Just as they will continue to use this belief to justify their actions and violence against others. Even if true suffering were to cease, perceived suffering would still remain, as there are countless individuals in the world who simply cannot accept the fact that life is neither fair nor perfect, nor even will be such. So long as the human species exist, there will always be those who seek to scapegoat their problems onto others, and claim their failures are not their fault, while simultaneously demanding others either take care of them, or be made to suffer as payback.

Totally incorrect, what must be reduced is a black culture of solving problems with violence. Your solution only address's the symptom, not the cause, that's akin to treating cancer with pain medications.
What the citation fails to mention, as has been pointed out previous times, is the majority of black individuals who are murdered, are murdered by their fellow black individuals. The majority of all black deaths are the result of criminal action taken against other criminals. The majority of all black deaths are due to gang-related activities, both on the part of the victims, and the supposed perpetrators.
