As you suggested, a strong case can be made that 2020's Joe Biden is now so limited in mental capacity that he simply automatically says whatever somebody has put on the teleprompter for him or is droning in his ear mic pick up. So no, mostly he doesn't recall what he's said after the fact and nor does he ever think about it before opening his mouth. In a way he is therefore the perfect Dem Party presidential candidate.

That strange assertion aside it appears Biden doesn't remember things he has said or he wouldn't have so adamantly denied Trumps allegations when they are a matter of public record.

Depends....not panicking the population is not a wrong thing to do. His response (i.e. actual actions) to the pandemic was great IMO, no one died on the street, everyone who needed a hospital bed got a hospital bed, everyone who needed a ventilator got a ventilator, he organized industries to produce ventilators, spearheaded the development of tests and vaccines, sent a hospital ship to NY.... There is no doubt it was not perfect and any Monday morning quarterback can find a plenty of things to nitpick about. But Trump's response was fast, decisive and professional, the idea that Biden would have done better is beyond ludicrous, H1N1 infected 61 million people on his watch, how is that for good performance? Lest we forget that democrats (Pelosi, De Blasio , Cuomo and co) were encouraging people to ignore the virus as late as in mid March. That said, Trump's rhetoric during this time did leave a lot to be desired, to put in nicely, he certainly could have erred on the side of wearing masks, for psychological comfort if nothing else. Basically it is a quintessential Trump, he delivers bigly...but then he starts talking...
Unfortunately for you, and other Trumpists, this isn't what history will remember. It reminds me of when Bush 43 left and his most loyal collaborators tried their best to defend the lies that convinced voters of the merits of the Iraqi invasion. W. Bush claimed that history would prove him right sooner or later. Well, no. It will be the same for Trump. History will remember him as the President who hid the seriousness of a pandemic so that it would not diminish his chances of re-election. Except that instead of having killed 4500 Americans, the pandemic will have killed more than 350,000...
History will also remember that it was predicted that 1.1 to 2.2 million was predicted to die due to Covid in the first year of it. 1.1 being the best case scenario. Something that the left often ignores.
