Hmmm, let's see. Gardasil was made available around 2006, so obviously it must be responsible ... or not.
Birth rate in decline? Must be because of a vaccine released in 2006 - nothing else could possibly account for dropping birth rates.

Gardasil has a bunch of very bad things, but I doubt it's responsible for the birth rate decline. (see related thread here: Lawsuit Filed Against Merck on Behalf of Young Man Allegedly Injured by Gardasil ) Yes, the economic recession started around 2007. In reality, there were probably economic pressures showing even a few years before that. I've brought this up in other threads before. The younger generation (those in the population of childbearing age most likely to have children) took the brunt of the effect from the recession. I should point out in rare cases the Gardasil vaccine has made teens sterile, so it could conceivably be possible that the vaccine might be reducing fertility levels. Unlikely I think, but there is at least some connection there that is known about. This phenomena is only known to happen from obvious adverse reactions to the vaccine. There's also an interesting study here that shows a correlation: A lowered probability of pregnancy in females in the USA aged 25-29 who received a human papillomavirus vaccine injection - PubMed (nih.gov) "This study analyzed information gathered in National Health and Nutrition Examination Survey, which represented 8 million 25-to-29-year-old women residing in the United States between 2007 and 2014. Approximately 60% of women who did not receive the HPV vaccine had been pregnant at least once, whereas only 35% of women who were exposed to the vaccine had conceived. For married women, 75% who did not receive the shot were found to conceive, while only 50% who received the vaccine had ever been pregnant. Using logistic regression to analyze the data, the probability of having been pregnant was estimated for females who received an HPV vaccine compared with females who did not receive the shot. Results suggest that females who received the HPV shot were less likely to have ever been pregnant than women in the same age group who did not receive the shot." Now, correlations can always of course be caused by other factors. For example, it might be that females who receive the vaccine are more likely to avoid getting pregnant for other reasons.
