Not at all, competition is indeed a motivator, and greed is an incentivizer. But Chinese people compete with one another, that's why some of them are billionaires; and indeed China has accepted the fierce competition coming from the US, since the paranoia of the US as global hegemonic power is on full display as it is overtaken by China's more efficient and more productive system. In China, you can be greedy, at the same time as the government guarantees every citizen above poverty participation in the economy. While competition is natural among individuals, good governance - to achieve a positve outcome for all - is not beyond the wit of Man. Engage your brain, and be prepared to ditch your 'democracy' based on 'sovereignty of the individual' ideology. Cooperation and governance are opposing terms. Cooperation is voluntary. Governance means compulsion. I, for example, am a very cooperative person. Ask me for help and find out. The best way to make me uncooperative is to delegate authority to a governing body with the intent to limit me for your own gain instead of just asking me for help yourself. Also democracy isn't very compatible with the individual either. It requires the individual (we could call it 'minority' if that helps) submit at least some of their 'sovereignty' to the will of the majority. This isn't a big deal when the majority asks little of the minority, and the benefits of a little compulsed cooperation outweigh the loss of a little individual choice in the interest of preserving a large amount of order. However, as the majority asks more and more of the minority, the minority benefits less and less comparitively, and thus democracy becomes less and less important compared to self determination. And our system has already created a positive outcome for all. Everyone benefits from roads, hospitals, computers, science... its just that some people benefit more than others, and that is always going to be the case so long as one person has a different individual perspective from another person that causes them to make different choices from eachother. True equality of results is only possible if everyone makes all the same choices (or are entirely prohibited from making any choices at all), which I think sounds like a bad idea.

China is growing because they didn't rely on free market Jesus to upgrade the infrastructure and capability of their country. While there's a lot to be said about many many other aspects of the Chinese government, much of it negative, their investment in their society's industrial and technological capabilities are what is going to propel them into the future, leaving us behind.
