Inventing a story about a fake attack could divert intelligence resources away from thwarting Ukrainian attacks within Russia, such as the attacks on railway infrastructure. Unless it was very specific and actionable in terms of places, people, etc, it would be disregarded since the general desire of ISIS-K to attack Russia is constant. So you know for sure that American's are not providing assistance to the Ukrainians in their targeting of Russian cities? Most likely US intelligence is providing information.

Or, Putin had been setting up the invasion (which he had) starting well before the election thinking that if Trump won, he could have taken over Ukraine and Trump wouldn't have stopped him, but Biden won and he eventually decided to do it anyway, thinking Biden may not have opposed him. The weakness was in the Whitehouse before Jan 20th, 2021. Trump may be more volatile and unpredictable when it comes to reacting to international situations, but I trust Biden a lot more when it comes to integrity. Putin was going to invade Ukraine regardless of who won the US presidency. It's been a thing for a long time, to test a new president's administration right after they take power.

Anywhere there were going to be large crowds. This isn’t rocket science! Putin dismissed our warning as “provocative”, so nothing was done to protect the public. Not surprising. Who would dare go against Putin? In the U.S. a mayor of a city or a governor of a state could order in the police or the National Guard if they were concerned, even if the President dismissed the warning. They could do that without having to worry about being thrown into a Siberian prison for defying the President’s opinion. But not in Russia. Putin said it, and so nothing was done.
From what I've read, they warned it would be in Moscow, no date specifically, and it would be at a large venue with lots of people, but not specifically which one. Odds are that they could have narrowed it down pretty well. There is no guarantee they would have been able to stop it, but at least they had a chance. I'm glad that our people had the foresight to give them a warning, shows a glimmer of cooperation that would be good for the future. That Putin afterwards blames Ukraine and the US is telling. Putin does not appreciate our concern for their citizens, which tells me he doesn't have enough concern for his own citizens. Don't know really how great of a leader he was 20 years ago, but he damn sure isn't now.
Russia has 12 cities with a population over 1 million. Moscow, St petersburg, novosibirsk, yekaterinburg, nizhniy novgorod, samara, omsk, kazan, etc.... each of these cities have countless areas of "large crowds". How do you protect each one all the time to take advantage of this "warning" you received?
I can guarantee that we will have at least 100 gang shootings in Chicago this summer, probably closer to 200 gang shootings. Why doesn't the US government stop them from happening now that we've told them it will?

I don't support Putin or his invasion of Ukraine. I see the Russia/Ukraine conflict as an issue best settled by the UN and Europe and not American tax dollars.
