I would like someone to tell me why fines (eg. Speeding ticket) aren't scaleable to the responsible parties income?! If I earn 30k a year and get a $300 speeding ticket, it's going to be a big deal. If I earn 300k a year and get a $300 speeding ticket, I'm not going to give a (*)(*)(*)(*). Why isn't it say, percentage based?! I can think of no good reason. There's nothing fair and just about everyone paying the same amount for a fine. The only people this benefits are the rich and powerful.

The idea of a fine is to discourage the law breaker from breaking the law. Making a millionaire pay a few hundred in fines isn't going to hurt them, but for a person on a low income, it will. I like the idea, although I am not sure it would work. Rich people pay more in taxes (as they should) so why not make them pay more when they break the law?
The idea of constantly penalizing the richer folk is a real discouragement you know...why SHOULD the richer person pay more for ANYTHING than what the poorer folk do?
Like I said, the idea is to discourage. Fining a millionaire pocket change won't do anything to deter them.

I believe Finland already does this. I remember something about Teemu Selanne, (he is a hockey player from Finland) was fined like 290K for a speeding ticket.

It is a ridiculous idea for fines because of the points system. You lose your allocated points and it doesnt matter how rich you are, youve simply lost the privilege of using public roads for a period of time (as a driver). I think its ridiculous because it would be adding some serious complexity to the giving of fines, for no gain. If you then go onto break that law, then you might find yourself in a court where a judge might be able to adjust the penalty upwards to have the desired effect?
They do in fact scale speeding tickets to income. When you get a ticket in Finland the cop uses a hand-held device which links to your tax-return's reported income and calculates the ticket amount. One of the largest tickets ever written was to Anssi Vanjoki of Nokia who was fined 116,000 Euros for going 75 km in a 50 km zone. Ironically the device the police use in Finland to calculate and print the tickets is made by Nokia
If it was linked to something run by the Labour government, the copper would probably have to pay the motorist......
