You earn what you can sell your skills for...if the market value for your particualr skill set is low...UPGRADE YOURSELF. You can probably get help to do so, from your employer, your state, or even Federally. Investing in workforce skills inprovement is a wise use of taxpayer funding.
Then make sure your labor is worth it to the person employing you, they owe you nothing more than what your produce for them.
This is to be expected, as the two are irrelevant to each other except where the employer calculates the cost of not having the work done or having you perform some other work.
The actual value of your labor, like the value of anything else, is somewhere between the least you would accept for doing the job and the most that an employer is willing to pay you for that job. If there are a lot of people willing to work for less it will drive down the amount the employer is willing to pay, if there aren't many or the job is critical it will drive up that price. If the work is hard or unpleasant, it will drive up the amount you are willing to take, if you are desperate it will drive down that amount. Somewhere in the middle is the actual current market value.
