I don't think you understand what your options are... You go on the exchange (when it works), and it takes the place of a free brokerage. Your other options are to shop direct at all providers you can find for the same plans offered on the exchange... or you pay a broker to shop and explain them to you.

What about subsidies? The article mentions the subsidies at the start. It is obvious if you are eligible for subsidies the exchange plans are 100% the way to go. Nothing unclear about it. It is clear that it being unclear has nothing to do with subsidies. Perhaps we are both misunderstanding eachother... because it seems to me that you are suggesting that even though the exchange plans charge more for less coverage... the agencies themselves may create at some point in the future ACA compliant plans that are better than what is available on the exchange... and better than what is available now for the money?
You are definitely misunderstanding me as I never even suggested anything I quoted from you above. You can buy plans that are different from the plans that are found on the exchange is all I wrote. You can do that today.

The majority will not, even if they don't qualify for subsidies, and as many as 71% of 15+ million on the individual market qualify for either Medicaid or subsidies.
