Ya it wasn't applied to those who didn't refuse to hand over the grain which they owned or the livestock that they raised. It was arbitrarily applied to peasant farmers who owned a couple of sheep or a couple more acres than their neighbors.

no you´ll not "fine", Kolkhoz was, is and will be worst place to be in "soviet" ...

Law of Spikelets or Law of Three Spikelets (Russian: Закон о трёх колоска&#1093 was a common name of the Soviet law to protect state property of kolkhozes. The common name came into use because the law was used to prosecute not only property thieves but also anyone who collected as little as a handful of grain or "spikelets" left behind in the fields after the entire harvest was officially collected and counted.

The law was based on the decree of Central Executive Committee and Sovnarkom of the USSR "About protection of the property of state enterprises, kolkhozes and cooperatives, and strengthening of the public (socialist) property" dated 7 August, 1932.

The law was also known as the "Seven Eighths Law" (Закон 'семь восьмых', Zakon “sem’ vos’mykh”&#8220, because the date in Russian is filled into forms as 7/8/1932.[1]

The preamble stated that the communal property (state, kolkhoz, or cooperative property) is fundamental for the Soviet social order, therefore people who try to appropriate it must be treated as enemies of the people.
Section I covers theft at railroad and water communications.
Section II covers theft of kolkhoz and cooperative property.
Section III of the law covers violence, threats and intimidation of kolkhozniks. The punishment was 5 to 10 years of prison camp time.

The primary punishment for theft according to this law was execution by shooting. Under extenuating circumstances the punishment was at least 10 years of imprisonment. In all cases convicts' personal property was to be confiscated.

It has been estimated that a quarter of a million people were charged by the OGPU and there were more than 200,000 sentences (normally of 5 – 10 years in the Gulag) of which more than 11,000 seem to have been death sentences.[2] Professor Ellman elaborates on why so few were sentenced to death: "Stalin had originally proposed that ‘as a rule’ the sentence under this decree would be the death penalty. The fact that only a tiny minority of those sentenced were shot probably resulted from a general unwillingness by judicial and security personnel to implement as originally intended what was widely seen as an impractical and barbaric decree."[2]

Convicts for crimes covered by this law were not subject to amnesty.

The law was signed by Mikhail Kalinin, Vyacheslav Molotov (Skryabin), and Avel Enukidze.

My friends, there are three kinds of lies: lies, damned lies, and statistics. (c) And in my view it is a true statement, especially when you know who and how makes the statistics. The latent crime is blooming in Russia. There are some methods to whitewash the stats. For example, not long ago former Russian president Dmitry Medvedev gave a public(!) statement that the official stats about criminal situation in the North Caucasian Federal district is just a bullship/ window dressing.

p.s.
However, there were cases when some guileful women had sex with males and then they declared that they were raped by their sexual partners, the examination showed the traces of man's semen on the body and clothing of those women and males got the real prison terms.
It's interesting how often the same things have happened in US and Sweden?

Anyway, Im sure that we all have a relationship only with reliable ladies.

Danzig Sergeevitsh Baldaev ( Russianl:Данциг Сергеевич Балдаев *December 19 1925 Ulan-Ude; † January 23 2005 St. Petersburg) buriat-mongol NKVD officer, he wrote several criminal books. He also dealed with tattos. His book containing 130 drawings of the Gulag is also known,
His father was a language-scientist, they lived in Moscow. His mother died 1935, his father was convicted and deported 1938. Baldaev will be sent to an orphanage for 2 years in Tulun, Siberia.

In January 1943 he joins the army, fights in Mandshuria. After the war he moves with his father to Leningrad, where he gets a job, first as a fireman, then after 1951 as a guard. in 1957 he gets to a police school in tha Caucasus, later on he works as a criminalistic officer. He retired in 1980 as a major.
