Isn’t that how law enforcement often works? They have a suspect, or person of interest, that they think may be involved in criminal activity, but they can’t arrest them without probable cause, and they certainly can’t expect to get a conviction in court without solid evidence. I would imagine that there are many people who’d fit that description. But that’s not conspiracy. It’s policing a “free” society where presumption of innocence is key. There’d be a lot fewer of these nuts around if law enforcement could simply jail and make disappear anyone they suspect of wrongdoing. But that’s not a society that I’d want to live in.
