Where I live businesses are open. And I live in Portland that had tight lockdown restrictions. In fact, some states never locked down. However, many businesses are remaining closed or only doing takeout voluntarily to prevent the spread of the virus. Most people aren't going out that much which results in many businesses remaining closed. The key is to make people feel safe about going out. The best way we can do this is a mask mandate and doing a lot more testing.

 

You can live in a cave if you can keep the big cats out, but you can't hunker down in a cave. You have to go out to bring down meat, gather wild roots and leafy plants, and get water and firewood; there was no free lunch. Man perfected that complex life and went further.
