You are confusing two things here. It wasn't the 1,95 billion that made reseach and development possible, that money is an order for 100 million doses of the vaccine. Pfizer didn't receive federal money as one CEO has stated repeatedly (see below) and 'warp speed' didn't play a role in this.

And to answer the question how much the EU contributed. The funding for Biontech is around 445 million, plus 50 million form the Europen Investment Bank, making it 495 million to be invested into research and the development of the vaccine.
