Urban areas don't have some sort of immunity from the increase in Earth's average temperature. When a region warms, the urban areas within that region are certainly affected.

You have that backwards. Urban areas are 1 to 10 degrees warmer than surrounding undeveloped land. Tokyo is the 10 degree data point. When an urban area grows, it warms there. Measure the temp there and viola, "warming..." The warming of growing urban areas is the only organic (non fudge) warming your side has ever had. The fraud of global warming is the deliberate misinterpretation of the URBANHEAT SINK EFFECT on the surface ground temperature series, the only series that shows "warming" in the raw data.
I have never seen any scientist suggest plate movement is causing or could cause change in heating over time - climate forcing. The charts by the prominent centers show only one natural cause of change in heating - solar cycles.

This urban heat effect is not a climate issue. It's certainly the case that urban areas tend to be warmer. But, that isn't climate. And, no, the average temperature of Earth is measured in many different ways. NONE of those ways gives inordinate emphasis on urban areas. That would certainly be anti-science.
