While many of the white men who joined the court were less qualified than the best qualified person in the country, not one of them was less qualified than the most qualified black man in the country. There are many people more qualified than this lady, including black men and women.

He probably didn't personally know who it would be. That does not mean the candidate was not already pre-selected.
They probably simply had not told Biden yet who they would be selecting. Biden's not exactly the one making the decisions in the White House. (of course the decision is theoretically ultimately up to him).
