According to Georgia law, yes they do. the key word in the law is "intended." And that means it must be a conscious effort to injure or kill a person. I don't see that in the accounts from the OP or other articles so far.

 

I assume "domestic" will be dropped for the non citizens who were arrested. Just "terrorist" will do nicely.
