bipartisan literally means that it comes from members of both parties. That's the bar for bipartisan, regardless if the majority of either one of those parties agrees with it/supports it. Having this be sponsored/negotiated by a D, an R, and an I, would absolutely satisfy that definition (as thin as it is, I absolutely admit).

Historically, Democrats do better in special elections. They won most of the special elections in 2014, then got their asses handed to them during the general election.
