Convictions, as being more likely charged, disproportionately affect black folks than they do whites. Which accounts for the claim that black folk are more likely to commit a crime. Whereas in fact, they are just more likely to be charged since the state police are largely a white organisation and a systemically racist one too

"Racism" is a technical term in the realm of Sociological Science. You have been immersed too far down and for too long in the white supremacist narrative of talk radio, right-wing TV, and wingnut media. But even Donald Trump quite often refers to "a sort of reverse racism". Because it's not what "racism" means in the minds of regular folk.
