And there is stronger evidence that the US may have been sending weapons to militant Islamic forces in Syria, militant forces that were only a little less radical than ISIS.

Probably getting very off topic, but I'll point out prison conditions in Norway are so good because the standard of living in Norway is so high. If the quality of living outside is high enough, and job opportunities good and plentiful, then even being sent to prison with numerous luxuries will still be perceived as a relative very bad thing. We can think of it in terms of opportunity costs.
It's no coincidence that justice tends to be much more harsh and punitive in societies with lower standards of living, or where poverty rates are high.
