You miss the obvious. If we're going to talk about ground bursts to get an idea of required nuclear weapons we have to consider the yield of those nuclear weapons because things like explosive force determines how high and how widespread the damageis.

Likewise we have to consider the terrain and atmospheric conditions where nuclear weapons are detonate,
