Mossad would be funded by Israel, US, and International Bankers. Mossad active agents' IQ probably 15 points better than others. Mossad with known operatives in CIA, MI5, MI6, and others. Mossad directed by higher/more knowledgeable authority than others. What's to choose?

Israel got caught. That doesnt make them a good intelegence agency. the CIA has never done a good job. I'd put it somewhere between a middle eastern IA (they've been in business 1,000 years), Russia, and the EU
gr, et al, Pound for pound, the BND (assuming you mean the Bundesnachrichtendienst) is very formidable. It is a very good candidate. As a foreign Intelligence Service, it conducts operations and collection missions that are every bit as professional as the more popular agencies. (COMMENT) The BND seems to be underfunded, and that keeps it from having the reach it requires, internationally. And the MAD (Militärischer Abschirmdienst) seems to be plagued similarly. I think you forgot to include the failure of the CIA to predict the Yom Kippur War and I don't know about Lillehammer, but both the CIA and Mossad blew Munich. Mossad recovered in the Montreal Olympics as few to this day knew they assassinated some terrorists before they got there. CIA mis calculated the Solidarity movement in Poland and totally blew the fall of the Berlin wall, missed the invasion of Afghanistan by the Soviets and then armed out enemies... ..and, then there was that small matter of the World Trade Center bombing in 1993 and of course that other wee problem with four planes hijacked and used as bombs on September 11, 2001...you may have heard of that one. We'll cut them some slack on the Beruit thing.. Worst? Canada's CSIS, leaving intelligence notes in a phone booth for a reporter to find kind of sticks in people's minds.
I voted Massad because it's the only service that based on nationalist idea. Massad serves to Jewish people, not Israel. At the same time, CIA, KGB and others serve to their country but not the nation.
The greater amount of work carried out by Intelligence Services is at least part secret , and much is almost certainly total secret . By definition , therefore , full actions and results are never known . Which means that the Poll asks an impossible question to answer and any one given answer is -- by definition-- wrong . I've read enough books on the CIA to have a glimpse into the sort of things they do. It's not always pretty (or legal), but they really are crafty when it comes to intelligence. Of course, in the world of politics, knowledge is power. Intelligence agencies of the same government often struggle to share intel with each other, let alone with other nations. Britian's MI6 only reluctantly shared its Al Quada intel with the US after 9/11, and even then there was a lot of mistrust between the agencies (and still is). In the early years of the war in Afghanistan, the Pentagon and CIA routinely butted heads, sometimes at the risk of US servicemen's safety. Ultimately, the "best" intelligence agency is the one that does a good job while seeming like its not. So I guess we'll never know.
Well, you have to keep in mind just how small the Israeli population is, and how small Mossad actually is as far as manpower goes. If they had a CIA size budget? ... I will go with the last poster; there is no way to know. From past experience I would go with CIA or ASIS. I've always been impressed with the Ozzies when it comes to China Watching or military engineering professionalism. Another tiny country no one notices but has a superb foreign intelligence establishment is Singapore. Very polite ...
Mossad hands down is they are the best. They easily fit into any European or Arabic country, they have worldwide widespread network of potential resources(Jews are in most countries), they have high tech, and homeland at their back. If they screw up it could be end of Israel, so their moral is top knots.
I vote Belgium. They are undoubtebly the most furry creatures I have ever seen. Also, out of own experience I swear I know they have no restrictions what so ever in doing anything they cannot be punished for. Looks like the BIM-commission is also a hoax, concluding out of the letter that was well grounded but wich has received no consequences what so ever. Apparently they have no restriction concerning before-death punishments. I would not like these agents to receive the same punishment, for I was a good man before the came. I do doubt their ability to understands risks with risk-takers.

Not necessarily. Israel wants to be feared so it's in their interest to leak their successes. The US on the other hand has an inherently conspiratorial constituency to be mindful of so their successes are often kept secret, I'd assume.
This is something I know about but can't prove for reasons I leave you puzzle over. Believe me, Mosad's most effective work is never bragged about.
What could be more effective than killing your enemies without leaving irrefutable proof, and having the most powerful country in the world protect you? I'm being serious--what could possibly be more effective?
