They want to fill the country with 20 million new workers to keep wages low, keep the middle class on the run, and have 20 million more ballots to harvest from new foreign citizens.
The poor will learn to understand that the government grants them raises, not their employers.

Camera drones. Lots and lots of camera drone, flying just out of range of potential guns or RPGs. A nice, comfy, air conditioned office filled with cubicles, each containing a watcher with a direct line to border patrol.

Much cheaper than a wall, and the people living along the Rio Grande don't have to be subject to emminent domain for a fence on their land.

Also, there are the many ecosystems that wouldn't have to be basically destroyed, or weakened.
