Here in the USA, for now, the citizen still exists above the state. We have acknowledged that we have rights and we defend them. Well most of us do. Some of us, anyway. In other places, say Australia for example, subjects have privileges -- like going for a walk in the park -- that can be revoked from the anointed masters at any time. Sounds like mandate to me. It certainly is to someone who wants neither the vaccine or a test. A good example is one with natural immunity who should not be vaccinated and doesn't want the inconvenience of constant testing. Learn to recognize a mandate.

 

He is an old man like me and, like me, should take the vaccines. Tell the naturally immune about their stupidity and selfishness. There are millions of them. More than enough to obtain herd immunity.
