You could probably do it if you paid to have a cement liner installed, so the runners can't escape. (liner should go down 18 to 24 inches) The only downside is then the top edge of the cement liner is visible above the soil line. You could throw mulch on top of that, but then every month or so you'd have to check right under the mulch to see if any runners have crossed the barrier underneath the mulch. Yes, I'm sure it would go crazy in Florida. They have "clumping" bamboos that don't spread as vigorously and are more manageable, but those don't get as big or high, and I'm sure in Florida could still grow like crazy.
