ISIS is invading The Phillipines. Their president says that while he has good relations and respect for Trump, elements within our own govt (elements opposed to Trump) are propelling ISIS to attack his country.

Its not an uncommon sentiment that the CIA, The Pentagon, other US agencies and even elected officials have/had directive relationships with ISIS and its various affiliates. Are we attacking the Phillipines with a proxy army? If so, why?

Wrong just wrong. Militant Islam in the Philipines goes back beyond the Spanish American War. Several men who later led US armies in WWI and WWII got their start fighting the Moros in the Phillipines.
