    "searching or mapping out the area" That says surveying. It isn't unheard of local country governments using drones to 1) look in to property for the purses of tax collection and 2) Surveying for land boundaries.

    I would say that it is a group of local idiots just flying them around.

    No one has taken a decent enough picture and no idea know how big they really are. My thought is its Uber, test flying their air taxis, but pure speculation since there are no real images.
