Undercover police went to this Asian man's laundromat business in New York City and tried to entice customers to buy stolen goods. Two of the customers took the bait. Of course, the owner had no idea this was going on. The city threatened to close down his business or impose steep fines, because of this. Under the city's law, it does not matter whether the business owner is actually guilty or not. They're basically holding business owners responsible for crimes that take place inside or near their businesses, even if they have nothing to do with these crimes. The man was practically forced to settle with the city. Because of the settlement, police are allowed to come inside his business at any time and conduct searches without a warrant. The business owner was also now required to operate cameras inside the store at all time, and make the surveillance recording available to police upon demand. In addition, if the police allege wrongdoing against the business, they can shutdown the business without a hearing. Doesn't sound like a good business environment for small businesses in New York City.
