The rules referred to here (the formal rules of Congress) did not include any ban on gendered language. The only change was that the language of the rules themselves were updated to remove gendered language, replacing things like "son or daughter" with "child" or "husband or wife" with "spouse". There were no new or altered rules on that basis, just the wording of the rules themselves. There would be few (those potentially some) circumstances where that could make any practical difference and generally will have had literally zero impact on what members of Congress actually do (or should be doing). That is entirely different from (really the exact opposite of) an individual identifying themselves. There was literally nothing in those changes about how individuals in Congress (or anywhere else) refer to themselves personally.

Please note that this isn't about the validity or logic of changing the wording, that'd be a separate topic. This is about falsely accusing someone of violating rules, since the rules being imagined don't actually exist.
