Big cash seizure puts light on Nicaragua drug role
Aug 31,`12 -- Most days the only vehicles on Highway 15 are battered trucks shuttling grain, coffee beans and cooking oil through the lush, mountainous highlands on the Honduras-Nicaragua border.

Then one recent morning, a convoy of six vans cruised down the two-lane road. All were emblazoned with the logo of the world's largest Spanish-language television network, Televisa, and inside were 18 Mexicans with press badges, high-definition video cameras, microphones and a satellite dish. Nicaraguan police were waiting. Acting on an anonymous tip from Honduras, officers pulled over the vans and after two days of investigation determined the occupants were falsely posing as employees of Televisa's news division. Hidden beneath the sound boards and screens in three of the vans, officers found black gym bags stuffed with $9.2 million in cash.

The Aug. 20 seizure has pulled back the curtain on Nicaragua's role as a conduit between South American cocaine producers and the Mexican drug cartels that move their product into the United States. It also shows how the gangs are resorting to ever-more inventive ways to move their profits out of the U.S. as authorities crack down harder on suspicious bank transfers and other relatively easy ways of moving money. "It's been a case that has drawn our attention. We are studying the way organized crime is operating," said Nicaragua's National Police spokesman, Commander Fernando Borge. "Organized crime is powerful and has many resources and it will try in every different way to get across our country."

Nicaraguan police say the cash was destined for Costa Rica, where the fake journalists planned to pay for a load of drugs that had been smuggled into the United States. Authorities here aren't saying which cartel employed the woman and 17 men arrested - most of them in their 20s or 30s and most with addresses in Mexico City or its suburbs. Testimony in a high-profile trial in progress in Nicaragua has alleged, however, that Nicaragua and Costa Rica are being used as transfer points in the trade between Colombian drug traffickers and the Sinaloa drug cartel, which is one of Mexico's two most powerful criminal organizations.

Blow to Gulf cartel ratchets up violence in Mexico drug war as 16 bodies found
Sun, Sep 16, 2012 - A total of 16 dead bodies were found on Friday in northern Mexico as a war between drug cartels over lucrative delivery routes to the US continued to take its toll. Nine of the dead were found hanging from a bridge in the northern border city of Nuevo Laredo, a killing spree authorities blamed on drug gang violence.

A Mexican drug cartel claimed responsibility for the murders, a state government official told reporters on condition of anonymity. He did not say which cartel. About 40 percent of Mexican exports sent by land to the US cross through Nuevo Laredo, making it a choice site for drug smugglers. The nine bodies were hanging from a bridge on Colosio Boulevard, over the express lane leading to the highway that links Nuevo Laredo to Monterrey, Mexicos third-largest city, the official said. He said the victims were likely kidnapped from a bar hours earlier.

One of the victims was a young man, 16 years old and all the bodies showed evidence of bullet wounds to the head, the Tamaulipas state prosecutors office said in a statement. The office later revealed that seven more bodies of men aged between 50 and 65 had been found on a road near the town of San Fernando. All of them had tied hands and gunshot wounds, a sign of execution-style killings. The gruesome find was made no far from the site where 72 dead immigrants, allegedly executed by the Zetas drug cartel, were found in 2010.

The chilling display followed Wednesdays arrest of Jorge Eduardo Costilla Sanchez, a senior leader of the Gulf cartel. Earlier this month, authorities arrested Mario Cardenas Guillen, another Gulf cartel leader. The Gulf cartel and its former allies, the paramilitary Zetas, have been fighting to control the Nuevo Laredo smuggling routes for at least two years. A third gang, the Sinaloa Federation, has also sought to control the routes. Analysts have predicted a rise in violence as rival gangs try to capitalize on the blows to the Gulf cartel.

In May, nine bodies, including four women, were found hanging from a Nuevo Laredo bridge. The bodies were discovered hours after 14 decapitated bodies were found near the mayors office. Authorities attributed the killings to drug gang warfare. Approximately 60,000 people have been killed in drug-related violence since 2006, when Mexican President Felipe Calderon deployed Mexicos military to fight the gangs.

The bulk of recent homicides in Haitis capital are tied to gang warfare, a UN official visiting the Caribbean nation said on Friday. In an interview with reporters, Ivan Simonovic of the UN High Commissioner for Human Rights said he learned this from meetings with Haitian police officials and Haitian Justice Minister Jean Renel Sanon. They were saying: Wait and see, autumn will be quieter, Simonovic said. They didnt seem to be worried very much. Their explanation was focused on gang wars.

A recent report by the UN Secretary General Ban Ki-moon on the UN peacekeeping mission in Haiti said July was the most violent month since the January 2010 earthquake when UN personnel and police recorded 134 murders, compared with an average of 99 murders per month from March to July. There were only 75 during the same period last year.

The same study noted that the spike in homicides coincided with a decline in kidnappings. The number of kidnappings dropped to 10 a month from March to July this year, compared to 14 during the same period the previous year. While the homicide rate in Port-au-Prince is lower than that of other Caribbean cities, crime has recently become a major issue. The UN set up a peacekeeping force in Haiti in 2004 following the overthrow of then-Haitian president Jean-Bertrand Aristide.

Mexico: 132 inmates escape from border prison
Monday, September 17, 2012 More than 130 inmates escaped through a tunnel from a prison in northern Mexico on Monday, setting off a massive search by police and soldiers in an area close to the U.S. border.

Authorities in Coahuila state said the 132 inmates fled the prison in Piedras Negras, a city across the border from Eagle Pass, Texas, through a tunnel that was 21 feet long and 4 feet in diameter, then cut their way through a chain link barrier and escaped onto a neighboring property. Coahuila Attorney General Homero Ramos Gloria said the director and two other employees of the state prison have been detained for an investigation into the escape and are being questioned about possible involvement by authorities at the penitentiary. The prison houses about 730 inmates and the escape represented almost a fifth of its population. The tunnel "was not made today. It had been there for months," Ramos told the Milenio TV station. "The prison was not overcrowded, none of our prisons are. We have 132 inmates escaping through a tunnel, and it doesn't make sense."

Authorities say they also found ropes and electric cables they believe were used in the break. Federal police units and Mexican troops were deployed to search for the inmates and authorities in Coahuila state offered rewards of up to $15,000 for information leading to the arrests of each prisoner. Ramos said 70 members of an elite military special forces unit had been sent to search for the prison along with federal police. The U.S. Customs and Border Protection said it was aware of the prison break and officials are in communication with Mexican law enforcement, according to an e-mailed statement.

Ramos said in a press conference that police are investigating a shootout 160 miles south of Piedras Negras after the prison break to determine if any of the four people killed were fugitives. He said that 86 of the escaped inmates were serving sentences or pending trials for federal crimes, such as drug trafficking, and the rest faced state charges. Other Mexican states have said in the past that they are not prepared to handle highly dangerous federal prisoners. It was one of the larger prison breaks to hit Mexico's troubled penitentiary system in recent years. In December 2010, 153 inmates escaped from a prison in the northern city of Nuevo Laredo, right across Laredo, Texas. Authorities charged 41 guards with aiding the inmates in that escape. Mexico's drug gangs frequently try to break their members out of prison.

Coahuila, where Monday's prison break took place, has seen a wave of violence tied to the brutal Zetas cartel's battles with the Sinaloa cartel, allies of the now weakened Gulf Cartel. Authorities in Coahuila did not say which gang was believed to be behind the escape. Last week, Gulf cartel leader Jorge Eduardo Costilla Sanchez was arrested, leading experts to anticipate an increase in violence in parts of northern Mexico as the Zetas Cartel attempted to take over turf. In Piedras Negras, family members had gathered outside the prison to hear word of their loved ones.

11 killed in Nuevo Laredo drug battles
Sept. 18,`12 (UPI) -- A battle between rival organized crime groups in Nuevo Laredo, Mexico, has left 11 dead in the past two days, federal police said.

Seven people were killed Saturday and four more Sunday in various sections of the city across the Rio Grande from Laredo, Texas, the Laredo Morning Times reported Tuesday.

"We have now recorded 74 deaths since Sept. 5," a federal source whose name was not reported told the newspaper.

Of those 74, 11 died in gunfights against police, three were killed by Tamaulipas state police and eight by the Mexican Army. The rest died in incidents between members of criminal organizations loyal to Miguel "Z-40" Trevino or Ivan "El Taliban" Velasquez Caballero, authorities said.

The rival groups are battling for control of drug trafficking routes through Nuevo Laredo, the Tamaulipas Attorney General's Office said.

Sep 27, 2012 - Zetas arrest could end surge in massacres

Mexico appeared to strike a major blow against one faction of the hyper-violent Zetas cartel Wednesday night, with the navy announcing it had captured one of the country's most-wanted drug traffickers, Ivan Velazquez Caballero, known as "El Taliban." Velazquez Caballero has been fighting a bloody internal battle with top Zetas' leader Miguel Angel Trevino Morales, and officials have said the split was behind a recent surge in massacres and shootouts, particularly in northern Mexico. "A person who is presumed to be, and acknowledges being, Ivan Velazquez Caballero, was captured in the state of San Luis Potosi" in north-central Mexico, the navy said in a statement. Also known as "Z-50," Velazquez Caballero has a 30 million peso ($2.3 million) reward on his head.

If confirmed, Velazquez Caballero's arrest could calm some of the brutal violence that has hit border cities like Nuevo Laredo, across from Laredo, Texas, in recent weeks. On Sept. 14, eight men were found shot to death and one hanging from a bridge in Nuevo Laredo, territory traditionally controlled by Trevino Morales, alias "Z-40." Analysts say 14 bullet-ridden bodies stuffed in a van in mid-August in San Luis Potosi were men loyal to "El Taliban," left there as a warning by Trevino Morales' underlings. Discussing recent fighting, a U.S. official in Mexico who was not authorized to be quoted by name said earlier this week that "I think right now the uptick that I'm seeing is between `40' and `50'," referring to Trevino Morales and Velazquez Caballero by their "Z" aliases.

The official said Velazquez Caballero appeared to have formed an alliance of convenience with the Knights Templar cartel based in southern Michoacan state for his fight with Trevino Morales. A number of banners signed by various elements of the Zetas and hung from overpasses in several Mexican states appeared to confirm mutual hatred between Trevino Morales and Velazquez Caballero. In the obscenity-laden banners, the two capos accused each other of betraying their fellow traffickers. If the man arrested as "El Taliban" is confirmed, the development could strengthen Trevino Morales, who shares leadership of the Zetas with Heriberto Lazcano, alias "El Lazca."

The U.S. official played down recent speculation that Trevino Morales and Lazcano had also fallen out. "I'm not familiar with a fight between him (Trevino Morales) and Lazca," the official said. "I think he and Lazca - Lazca is doing his thing and he is doing his, and they're still together from what I understand." A strengthened hand for Trevino Morales would be something few in Mexico want to see. Lawmen and even competing drug capos picture Trevino as a brutal assassin who favors getting rid of foes by stuffing them into oil drums, dousing them with gasoline and setting them on fire, a practice known as a "guiso," a Spanish word for "stew." The Zetas are already considered the hemisphere's most violent criminal organization. They have been blamed for a large share of the tens of thousands of deaths in Mexico's war on drugs, though other gangs also have repeatedly committed mass slayings.

Official: Gunmen stole Zetas leader's body
Oct 9,`12 -- Mexican marines gunned down one of Mexico's most feared drug lords outside a baseball game near the Texas border, then handed over the body to local authorities in a town where it was snatched by armed men in a pre-dawn raid on a funeral home, officials said Tuesday.

The theft of the body believed to belong to Zetas founding member Heriberto Lazcano adds a bizarre and embarrassing twist to one of the most significant victories in Mexico's militarized battle with organized crime, two months before the man who sharply expanded it, President Felipe Calderon, leaves office. Officials said that, with the body missing, the remaining evidence of Lazcano's fall consists of three fingerprints and a few photos of the army special forces deserter whose brutal paramilitary tactics helped define the devastating six-year war among Mexico's drug gangs and authorities.

Calderon said in a speech Tuesday that the evidence clearly indicated that Lazcano had been killed, and he praised the marines' action, though the president stopped short of an unqualified declaration that the Zetas' leader was dead. Coahuila state Attorney General Homero Ramos said two men were killed outside a baseball game in the town of Progreso Sunday in a gunfight with Mexican marines, the force that has carried most of the recent high-profile operations against drug lords. Many of those operations were launched in cooperation with U.S. officials, who see the marines as more trustworthy and competent than other military and law-enforcement agencies.

Ramos and the Mexican navy said the fingerprints of one man matched the records of Lazcano. Early Monday morning, Ramos said, a group of armed men raided the funeral home where the bodies were kept, and forced the funeral director to drive the hearse with the corpses to another location. He did not offer details. The U.S. Embassy in Mexico City said in an emailed statement that, "We have seen reports of the possible death of Heriberto Lazcano. We are awaiting confirmation of those reports."

Lazcano, who is also known as "El Verdugo" (the Executioner), was credited with bringing military tactics and training to the enforcement arm of the once-powerful Gulf Cartel, then splitting from his former bosses and turning the Zetas into one of the country's two most potent cartels, with a penchant for headline-grabbing atrocities and control of territory stretching along the U.S. border and at least as far south as Guatemala. The Zetas have carried out some of Mexico's bloodiest massacres, biggest jail breaks and fiercest attacks on authorities.

The Mexican navy says a team of marines had no idea that they had killed the leader of the country's most-feared drug cartel in a gunfight that erupted when they tried to search a group of suspicious men outside a baseball stadium.

Rear Admiral Jose Luis Vergara is the chief navy spokesman and he said in radio and television interviews Wednesday that Heriberto Lazcano's body was left at a funeral home after Sunday's gunfight because marines believed he was just a common criminal and didn't suspect that had just taken down the leader of the Zetas cartel.

Vergara said authorities only realized they had killed a significant figure when armed men stole the body from the funeral home. Fingerprint testing confirmed the dead man was Lazcano.

Heriberto Lazcano: The fall of a Mexican drug lord
13 October 2012 - Heriberto Lazcano, the leader of Los Zetas, one of the Mexico's most feared and brutal drugs gangs, was killed this week in a shoot-out with the Mexican marines. This news was not a major surprise to Mexico-watchers - but then something strange happened.

The life of a drug lord is generally pretty short. The world's most notorious was probably "El Patron" - the Colombian cocaine baron, Pablo Escobar, who died aged 44, barefoot, bloated and riddled with bullets on a rooftop in Medellin. Most do not rise that high in the drugs trade, though, nor live that long to tell the tale. We receive constant reports from the Mexican attorney general's office of supposed lieutenants and middle-ranking soldiers from gangs like the Sinaloa Cartel, the Gulf Cartel and Los Zetas who have been murdered by their enemies or killed in shoot-outs with the authorities.

They are more often boys than men. Twenty or 22 years old, their hands tied behind their backs, a bullet to the head, dumped on the roadside. A final adios to an all-too-brief life which brought them fleeting riches, cars and women. By his industry's standards, then, Heriberto Lazcano was a veteran. He was my age, born in 1975, and over this past year, covering the twists and turns of his murderous and violent organisation, I have often thought of that fact - and wondered what took a supposedly loyal Mexican soldier and turned him into the watchword for drug-related terror in his homeland.

The only photo we ever saw of Lazcano alive shows a young man, in his military days, wearing a beige shirt, dark jacket and tie, staring impassively at the camera, revealing nothing of the murderer - "The Executioner", as he would later be nicknamed - that lay within. The photo we saw this week of El Lazca showed him lying dead on a slab. Naked, with his eyes closed, his hairline had receded a little over the years and his mouth looked puffy and damaged. But it seemed to be him sure enough. Mind you, the Mexican authorities were slow in officially confirming the death.

When the first reports started to come in late one night that, perhaps, the head of Los Zetas had been killed, it did not come as any huge surprise. The organisation has been tearing itself apart for months now, as one faction appears to be telling the authorities where to find their former comrades. The marines said they were waiting for DNA evidence on Lazcano, conscious, perhaps, of the last time they made a song and dance about a big name, which quickly turned into a PR disaster. Earlier this year, the authorities said they had detained the son of the world's most wanted man, Joaquin "El Chapo" Guzman.

Oct 13,`12 -- The U.S. government knew that a suspect fatally shot by Mexican marines was the head of the widely feared Zetas drug cartel well before the marines left the body unguarded in a small-town funeral home, where it was stolen in a pre-dawn raid by armed men, U.S. officials told The Associated Press.

The U.S. had independently verified the identity of Zeta founder and leader Heriberto Lazcano, killed in a shootout Sunday in a northern Mexican town, before his body was stolen at about 1 a.m. Monday, according to a U.S. law enforcement official who was not authorized to speak to the press about the case. The information throws into question the Mexican navy's insistence that marines thought they had killed a common criminal and that was why they left his body unguarded at the funeral home where gunmen hijacked a hearse in the middle of night. Rear Admiral Jose Luis Vergara, the navy's chief spokesman, said last week that the identity wasn't confirmed through Mexico's fingerprint database until after the body was gone.

The theft of the body was an embarrassing twist on one of President Felipe Calderon's biggest drug-war victories, the killing of perhaps the top capo to fall so far in Calderon's focused attack on cartel leadership. Twenty-five of the 37 most-wanted drug traffickers from a list issued in 2009 have now been caught or killed. "We had it confirmed before he was stolen," the U.S. official told the AP. U.S. authorities didn't provide details on how they knew, only that they had confirmed evidence. They didn't say whether they believed the Mexican navy also knew Lazcano's identity soon after it carried out the operation that killed Lazcano and his driver. Mexican navy officials and the attorney-general's office declined to comment on Saturday.

Mexican forces often work from intelligence provided by U.S. law enforcement, including the Drug Enforcement Administration, on the location and movements of top drug lords. Both Mexican and U.S. officials said the navy came upon Lazcano by accident before Sunday's attack. Lazcano, who was born in 1974, according to the U.S., or 1975, according to Mexican officials, was one of the most-wanted drug traffickers in Mexico and the U.S. and hunted for years by both governments. He was a former member of the army special forces who went on to lead a band of assassins he originally called "The Company" for the Gulf Cartel, which dominated drug trafficking through Mexico's northeastern border with Texas for years. They later became known as the Zetas, named for the radio code given to high officers. The two groups split in 2010, leading to an unprecedented escalation in drug violence in Mexico's northeastern corridor.

Lazcano was personally responsible for hundreds of murders, according to the Mexican government, and led an organization responsible for some of the country's most shocking atrocities and mass killings. Those include the deaths of 52 casino gamblers and workers in an extortion fire last year in the northern city of Monterrey and the slaughter of 72 migrants in the border state of Tamaulipas in 2010. There was a $5 million reward for him in the U.S. and $2.5 million in Mexico. The Mexican navy didn't announce publicly until last Monday night, more than 24 hours after the shootout, that it believed it had killed Lazcano. They admitted the body had been stolen only after it leaked out in the local press on Tuesday.

U.S. cities become hubs for Mexican drug cartels distribution networks
6 Nov.`12 - Jack Riley is a special agent in charge of the Chicago field division of the DEA. The DEA and other federal and local police are targeting Mexican drug cartels in Chicago, and throughout the United States.

A few miles west of downtown, past a terra-cotta-tiled gateway emblazoned with Bienvenidos, the smells and sights of Mexico spill onto 26th Street. The Mexican tricolor waves from brick storefronts. Vendors offer authentic churros, chorizo and tamales. Chicagos Little Village neighborhood is home to more than 500,000 residents of Mexican descent and is known for its Cinco de Mayo festival and bustling Mexican Independence Day parade. But federal authorities say that Little Village is also home to something else: an American branch of the Mexican Sinaloa drug cartel.

Members of Mexicos most powerful cartel are selling a record amount of heroin and methamphetamine from Little Village, according to the Drug Enforcement Administration. From there, the drugs are moving onto the streets of south and west Chicago, where they are sold in assembly-line fashion in mostly African American neighborhoods. Chicago, with 100,000 gang members to put the dope on the street, is a logistical winner for the Sinaloa cartel, Jack Riley, the DEAs special agent in charge of the Chicago field division, said after a tour through Little Village. We have to operate now as if were on the Mexican border.

Its not just Chicago. Increasingly, as drug cartels have amassed more control and influence in Mexico, they have extended their reach deeper into the United States, establishing inroads across the Midwest and Southeast, according to American counternarcotics officials. An extensive distribution network supplies regions across the country, relying largely on regional hubs like this city, with ready markets off busy interstate highways.

One result: Seizures of heroin and methamphetamine have soared in recent years, according to federal statistics. The U.S. government has provided Mexico with surveillance equipment, communication gear and other assistance under the $1.9 billion Merida Initiative, the anti-drug effort launched more than four years ago. But critics say that north of the border, the federal government has barely put a dent into a sophisticated infrastructure that supports more than $20 billion a year in drug cash flowing back to Mexico.

In any war there are innocent victims. In the 40-year war on drugs, the central American state of Guatemala can lay claim to being just such an innocent casualty. It has been caught in the crossfire between the nations to the south (principally Peru, Colombia and Bolivia) that produce illegal narcotics and the country to the north (America) that has the largest appetite to consume them. Guatemala does little of either. The problem is that the drugs principally cocaine have to be transported from the producing countries to the US, from the south to the north. Unfortunately for Guatemala, it's in the way.

But Guatemala's location at the tip of Central America did not always present a problem. As recently as 2008 the US National Drug Intelligence Centre estimated that less than 1% of the estimated 700 tonnes of cocaine that left South America passed through Central America. But that was before the war on drugs intervened, and Guatemala was caught in the fallout. Prior to 2008 the favoured method of transporting drugs from South America to the US was by sea (via the Caribbean or the Pacific) or by air; land-based smuggling was rare. But two things happened to radically change that, both initiatives of the "war on drugs".

First, Mexico and Colombia partially funded by the US stepped up surveillance of aircraft and airspace. Simultaneously the US began more vigorous co-operation with Mexico to stop drugs shipments by sea. In July 2008 the Mexican navy, apparently using US intelligence, made the rather remarkable capture of a "narco-submarine", a semi-submersible loaded with cocaine destined for the US. According to a report in the Economist, US officials were monitoring 10 such vessels a month by 2008. Colombian cartels favoured shipments by sea as they did not have to do business with and pay cartels in other countries to move the drugs to the US.

But by 2009, with sea and air routes increasingly unreliable, the trade was shifting to land. And with that, the concept of the "transit" nations was born countries in Central America through which drugs were passed en route to the world's largest drugs market, America. Increasingly it is the transit nations that are being caught up in the horrific fallout from the war on drugs (see Ed Vulliamy's report, right). US military expands its drug war in Latin America
Feb 3,`13 - The crew members aboard the USS Underwood could see through their night goggles what was happening on the fleeing go-fast boat: Someone was dumping bales.

When the Navy guided-missile frigate later dropped anchor in Panamanian waters on that sunny August morning, Ensign Clarissa Carpio, a 23-year-old from San Francisco, climbed into the inflatable dinghy with four unarmed sailors and two Coast Guard officers like herself, carrying light submachine guns. It was her first deployment, but Carpio was ready for combat. Fighting drug traffickers was precisely what she'd trained for. In the most expensive initiative in Latin America since the Cold War, the U.S. has militarized the battle against the traffickers, spending more than $20 billion in the past decade. U.S. Army troops, Air Force pilots and Navy ships outfitted with Coast Guard counternarcotics teams are routinely deployed to chase, track and capture drug smugglers.

The sophistication and violence of the traffickers is so great that the U.S. military is training not only law enforcement agents in Latin American nations, but their militaries as well, building a network of expensive hardware, radar, airplanes, ships, runways and refueling stations to stem the tide of illegal drugs from South America to the U.S. According to State Department and Pentagon officials, stopping drug-trafficking organizations has become a matter of national security because they spread corruption, undermine fledgling democracies and can potentially finance terrorists.

U.S. drug czar Gil Kerlikowske, pointing to dramatic declines in violence and cocaine production in Colombia, says the strategy works. "The results are historic and have tremendous implications, not just for the United States and the Western Hemisphere, but for the world," he said at a conference on drug policy last year. The Associated Press examined U.S. arms export authorizations, defense contracts, military aid, and exercises in the region, tracking a drug war strategy that began in Colombia, moved to Mexico and is now finding fresh focus in Central America, where brutal cartels mark an enemy motivated not by ideology but by cash.

The U.S. authorized the sale of a record $2.8 billion worth of guns, satellites, radar equipment and tear gas to Western Hemisphere nations in 2011, four times the authorized sales 10 years ago, according to the latest State Department reports. Over the same decade, defense contracts jumped from $119 million to $629 million, supporting everything from Kevlar helmets for the Mexican army to airport runways in Aruba, according to federal contract data. Last year $830 million, almost $9 out of every $10 of U.S. law enforcement and military aid spent in the region, went toward countering narcotics, up 30 percent in the past decade.

The men's families were quick to rebuff any suggestion that the musicians were involved in the drugs trade. "My son was a healthy boy," said Maria Sagrario Saenz, mother of the group's percussionist, Ricardo Alfonso, after identifying his body. "He was a veterinarian. He gave percussion lessons to kids. He wasn't involved in anything he shouldn't be, should they try to link him to such things."

Money

For the journalist Javier Valdez, who has written extensively on the drugs war, it is generally unfair to "condemn a musician [as a criminal] for simply having played at a 'narco' party". One musician who agrees is Antonio (not his real name). Antonio has played at a number of "narco-parties" and spoke to the BBC's Spanish-language website, BBC Mundo, via email. For him, the reason for performing at such events is simple: money. "This is a business, and it's about making money through what we do [music]", he told BBC Mundo. "They pay well, in cash, and without any problems."

The parties themselves conjure up images of lavish, debauched affairs such as depicted in Hollywood films about drug lords, such as Scarface or Blow. The reality isn't too different, says Antonio, though he is understandably wary of giving away too many details of what he has seen while onstage. "There is a lot of security and no expense is spared," he writes. "There's a lot of booze, food and other things. There is money to throw around. In truth, the parties are quite calm because there is so much vigilance and security on hand. There's always someone who has one too many drinks, but it's almost always calmed down quickly, so that there aren't arguments or fights."

13-Year Old Hit Man Killed in Mexico Along with 5 Others
March 01, 2013 Police in the central Mexican state of Zacatecas on Thursday found the bodies of six people, including a 13-year-old boy who had been arrested on Feb. 4 as a presumed murderer but was released a few hours later due to his age, a government official said.

The six bodies showed signs of torture and were found Thursday morning on the outskirts of the towns of Morelos and Vetagrande, the head of the Zacatecas state prosecutor's office, Arturo Nahle, told reporters. According to witnesses quoted by the Zacatecas daily NTR, shots were heard in the area at about 2 a.m., presumably emanating from a clash between rival criminal bands. The bodies - four of them women - were found after an anonymous telephone call was received by the local emergency services department, the daily said.

The Network for the Rights of Children in Mexico calculates that between 15,000 and 20,000 minors are the victims of various kinds of "narco-exploitation." Here, the Mexican army escorts another suspected child assassin, 14-year-old "El Ponchis," who was captured last year trying to flee Tijuana.

The boy whose lifeless body was found with the others had been arrested on Feb. 4 for allegedly participating in 10 killings. Despite the fact that he admitted being the killer in three of the murders, he was released a few hours later. The boy's release came as a result of the Zacatecas Justice for Adolescents Law, which allows the prosecution of supposed criminals only if they are 14 years of age or older.

Due to the public indignation sparked by the release of a confessed murderer, Nahle proposed reducing the minimum age set by the law to punish younger killers. He called the boy extremely dangerous. Although no precise figures exist on the number of children and teenagers who might be involved with criminal groups around the country, the Network for the Rights of Children in Mexico calculates that between 15,000 and 20,000 minors are the victims of various kinds of "narco-exploitation."

Sheriff Murdered in W.Va. Town Had Cracked Down on Drugs
April 4, 2013 - Just months before being gunned down, Sheriff Eugene Crum made good on a campaign promise to do what many in law enforcement have attempted for years in southern West Virginia -- crack down on drugs, especially the illegal sale of prescription pills.

In three months and two days on the job, he'd already helped indict dozens of suspected drug dealers through Mingo County's new Operation Zero Tolerance. Authorities haven't said whether that crusade was related to his shooting death at mid-day on a Williamson street Wednesday, but residents and county officials suspect it. Crum's team has targeted people "who spread the disease of addiction among our residents," said County Commission President John Mark Hubbard. Resident Jerry Cline stood near the site of the slaying hours later, the drug crackdown clearly at the forefront of his thoughts. "He told them right before he got in as sheriff, `If you're dealing drugs, I'm coming after you. I'm cleaning this town up,'" Cline said. "... He got out just to do one thing, and that's to clean this town up. That's all that man tried to do."

Authorities were mum on any motive and the connection between Crum and their suspect, 37-year-old Tennis Melvin Maynard, and did not announce what charges he would face. A Mingo deputy shot and wounded Maynard after a chase and after the suspect pulled a weapon, state police said. At a news conference hours after the killing, officials mourned the fallen sheriff, but State Police Capt. David Nelson and others released few details on what happened blocks away from the county courthouse in the small town or later with the suspect. "We were and we are proud of him and his service," Hubbard said. "To say Eugene will be missed is a vast understatement." A bouquet of red roses with a red ribbon was fastened to a guardrail above the parking lot where the shooting happened.

Though there is no indication of any connection, Crum's killing comes on the heels of a Texas district attorney and his wife being shot to death in their home over the weekend, and just weeks after Colorado's corrections director also was gunned down at his home. Those bold killings and others have led authorities to propose more protection for law enforcers. Crum was killed in the same place where he parked his car most days to eat lunch, near the site of a former pharmacy known for illegally distributing pills, a "pill mill" the sheriff wanted to be sure remained shut, said Delegate Harry Keith White, who campaigned with Crum last year. "I think anybody you ask would tell you he was a great guy, always with a positive attitude, always trying to help people," White said. "It's just a sad, sad day for Mingo County and the state of West Virginia." Operation Zero Tolerance was Crum's way to make good on a campaign pledge, White said.

When asked about the possible involvement of the Aryan Brotherhood in the killings, the Republican governor said it is too early to speculate about who was behind the killings, but added that it also wouldn’t be wise to overlook any angle.

“We know the drug cartels are very, very active in our country now. It goes back … to the whole issue of border security and the failure of the federal government to put the men and women, whether they are military or whether they’re border patrol or whether working with the local law enforcement, expend the dollars necessary to secure the border with Mexico,” Perry said on Fox News.

“That’s of great concern. I would suggest to you, it is really at the heart of this issue. You secure the border, then it makes it harder for these individuals to have access into this country as well as it addresses this whole issue that’s hanging out on immigration,” the three-term governor added.

The Aryan Brotherhood is an influential white supremacist group that deals in murder, extortion and drug trafficking. There have been rumors that the group was involved in the March 30 murders of Kaufman County District Attorney Mike McLelland and his wife Cynthia, as well as the Jan. 31 murder of another Kaufman County prosecutor, Mark Hasse. Authorities are currently investigating any connections.

US tries new tools in anti-drug fight
Mon, Apr 29, 2013 - Drug smugglers who race across the Caribbean in speedboats typically jettison their cargo when spotted by surveillance aircraft, hoping any chance of prosecuting them will vanish with the drugs sinking to the bottom of the sea.

That may be a less winning tactic in the future. The US Navy on Friday began testing two new aerial tools, borrowed from the battlefields of Afghanistan and Iraq, that officials say could make it easier to detect, track and videotape drug smugglers in action. One of the devices on display aboard the high-speed vessel Swift is a large, white balloon-like craft known as an aerostat, which is tethered about 600m above the ships stern. The other tool on board for tests in the Florida Straits is a type of drone that can be launched by hand from the deck. Together, they expand the ability of navy and US Coast Guard personnel to see what is beyond their horizon, according to officials from both military branches and the contractors hoping to sell the devices to the US government.

The devices should allow authorities to detect and monitor suspected drug shipments from afar for longer sustained periods, giving them a better chance of stopping the smugglers. They also should allow them to make continuous videotapes that can be used in prosecutions. Being able to see them and watch what they are doing even before we get there is going to give us an edge, said Chris Sinclair, assistant officer in charge of a law enforcement detachment on board the Swift, a private vessel leased to the navy that is about to begin a month-long deployment to the southwestern Caribbean, tracking the busy smuggling routes off Colombia and Honduras. Crews practiced launching and operating both systems, before a small contingent of news media on board the Swift, managing to bring back video of vessels participating in a mock surveillance mission as well as radar and video images of the fishing charters and sailboats that dot the choppy seas separating Cuba from the US mainland.

The drone, officially a Puma All Environment unmanned aircraft system from Aerovironment of Simi Valley, California, splashed into the water on one landing and had to be retrieved. On the second round, it clacked noisily, but intact on the shifting deck of the 100m ship. Rear Admiral Sinclair Harris, commander of the navys Fourth Fleet, said the devices are necessary at a time when the service is making a transition to smaller, faster ships amid budget cuts. The aerostat, formally the Aerostar TIF-25K and made by a division of Raven Industries of Sioux Falls, South Dakota, is filled with helium. It is an old technology, models of which have been used for decades, but it is packed with cameras and sensors that expand the ships radar capability from about 8km to about 80km. That can help teams in an on-board control center to identify larger ships, which now would appear as just dots on the horizon, from as far as 25km away.

Meanwhile, the Puma can be sent out to inspect a vessel flagged by the larger aerostat and give a Gods eye view, of whats happening on board, a job usually handled by a plane or helicopter, said Craig Benson, director of business development for the company. Both the aerostat and the drone have been used widely by the US government for overseas actions, but Harris and others aboard the Swift said neither has been used before by the navy to conduct counter-drug operations.

Mar 31,`14 -- Mexico's government is sending federal police and soldiers to help quell an increase in violence in Mexico state, the country's most populous state that borders the capital.

Interior Secretary Miguel Angel Osorio Chong said Monday federal forces will patrol and also carry out operations at bars and night clubs, where shootouts and killings have been a common occurrence in recent months.

Osorio Chong says the federal government is sending the help at the request of Mexico state Gov. Eruviel Avila.

He says the agents and soldiers will remain in the area through 2018, when the administration of President Enrique Pena Nieto ends. Pena Nieto was governor of Mexico state before being elected president.

Davila said 6,000 surveillance cameras have been installed throughout the state.

"Illegal" drugs are merely an arbitrary list compiled decades ago based in many cases on lousy science, ignorant social attitudes and the completely mistaken belief that prohibition will work on substances that are in such high demand.

March 12, 2018 - U.S. and Colombian agents have broken up an international drug-trafficking ring and arrested 14 suspects for allegedly smuggling thousands of kilos of cocaine into Puerto Rico, U.S. officials say.

The arrests over the last two weeks bring the total number of suspects detained in the long-term investigation to 30, with more than 2,000 kilos of cocaine seized.

The drugs were seized during the interdiction of five suspected smuggling vessels and the recovery of two floating bale fields found off the coasts of Mexico, Central and South America by the Coast Guard cutters Hamilton (WMSL-753), Alert (WMEC-630), and Venturous (WMEC-625). Hamilton was responsible for four cases, seizing an estimated 2,962 kilograms of cocaine. The cutter Alert was responsible for one case, seizing an estimated 2,253 kilograms of cocaine.

The cutter Venturous was responsible for one case, seizing an estimated 616 kilograms of cocaine and 50 pounds of marijuana. "The men and women aboard Hamilton, and those on all of the cutters who intercepted these illicit drugs, epitomize excellence and dedication," said Cmdr. Eric Helgen, cutter Hamilton executive officer. "These cutter crews spend over half of the year deployed in the fight against transnational criminal organizations who spread misery throughout Central and South America. Without the service and sacrifice of our Coast Guard men and women, the criminals engaged in the transshipment of drugs like those on Hamilton's flight deck, would operate unchecked, ultimately threatening the safety and security of our borders."

The Coast Guard increased U.S. and allied presence in the Eastern Pacific Ocean and Caribbean Basin, which are known drug transit zones off of Central and South America, as part of its Western Hemisphere Strategy. During at-sea interdictions in international waters, a suspect vessel is initially detected and monitored by allied, military or law enforcement personnel coordinated by Joint Interagency Task Force-South based in Key West, Florida. The law enforcement phase of counter-smuggling operations in the Eastern Pacific is conducted under the authority of the 11th Coast Guard District, headquartered in Alameda, California. The interdictions, including the actual boarding, are led and conducted by members of the U.S. Coast Guard.

Helgen added, "The tremendous cooperation and partnerships with countries throughout Central and South America continue to make a lasting impact in this fight" The cutter Hamilton is 418-foot national security cutter homeported in Charleston, South Carolina. The cutter Alert is 210-foot medium endurance cutter homeported in Astoria, Oregon. The cutter Venturous is also a 210-foot medium endurance cutter homeported in St. Petersburg, Florida.

Southern California Drug Raids Net Thousands of Pounds of Narcotics
AUGUST 9, 2018 — Capping a three-year investigation, more than 250 law enforcement officials fanned out across Los Angeles, Santa Ana and several Inland Empire cities, arresting 22 people.

Authorities arrested nearly two dozen people Wednesday in a series of drug raids across Southern California, disrupting a vast smuggling ring linked to Mexico’s notorious Sinaloa cartel that funneled hundreds of pounds of narcotics across the border using small aircraft and other means to cities throughout the United States. Capping a three-year investigation, more than 250 law enforcement officials fanned out across Los Angeles, Santa Ana and several Inland Empire cities, arresting 22 people, said Paul Delacourt, assistant director in charge of the FBI’s Los Angeles field office. In all, 57 defendants were named in three indictments stemming from the case. Many of those named remain fugitives in Mexico, officials said.

The case provided a rare glimpse into how one of Mexico’s most powerful drug organizations sends enormous quantities of narcotics over the border, using an Amazon-like network of warehouses and “stash houses” to distribute the contraband across the U.S., federal law enforcement officials said. “Operation Narconetas” targeted three separate drug organizations attached to the Sinaloa cartel and resulted in the seizure of roughly 850 pounds of methamphetamine, 93 pounds of heroin, 50 pounds of marijuana, nearly a ton of cocaine and approximately $1.42 million in drug money. Delacourt said the drug traffickers used a variety of vehicles with concealed compartments to hide the narcotics, as well as several small aircraft in an attempt to avoid detection at the U.S. border.

During a downtown news briefing Wednesday in Little Tokyo, Delacourt said the arrests and indictments had an immediate effect on cartel operations in the region, removing drugs from the streets and preventing violence. The raids included the FBI, Internal Revenue Service, Drug Enforcement Administration, Los Angeles Police Department and other agencies. Federal prosecutors said the operation also helped identify significant players in Mexican drug operations who continue to drive criminal enterprises in Southern California. “More than simply seizing large quantities of drugs and money, this investigation was able to identify the top-level, Mexican-based traffickers who directed the transactions, and who thought they were using secure communication devices to commit their crimes,” Tracy Wilkison, first assistant U.S. attorney in Los Angeles, said in a statement. “Our ability to obtain those communications continues to be an important part of our ability to solve these crimes.”

In a border battle of wits, the Sinaloa cartel has historically sent drugs through the Calexico crossing to a labyrinth of traffickers in Southern California. Heavily armed tactical officers conducted Wednesday’s pre-dawn raids at houses in the Inland Empire communities of Perris, Hemet and Rialto. Federal prosecutors are seeking to force the forfeiture of several properties they charge were used to stash drugs. The indictments list a variety of drug trafficking and conspiracy charges that could result in federal prison sentences of a decade to life without parole. With easy routes to the border, Los Angeles and increasingly the Inland Empire are key distribution points for drug trafficking, officials said. “Today’s joint operation sends a clear message that law enforcement is committed to stemming the flow of narcotics into our country and protecting Americans from the violence that accompanies drug trafficking,” DEA Special Agent Bill Bodner said.
