Laziness or more likely, congress critters are afraid to publicly take a real stand and let the entire country see they make a stand. It could haunt their reelection chances in the future.

The House passed their stimulus in May. Mitch the Bitch wouldn't touch it and waited until after the clock ran out to try and push through his pathetic bill. He could have sent it with only Republican votes to reconciliation, but chose not to. Why? Because he's a miserable bitch who gets off on screwing over anyone not already a millionaire.

Adopt Texas filibuster rules:

During a filibuster, a senator is limited to topics relevant to the bill being discussed and cannot eat, drink or use the restroom during the speech. The rules also prohibit sitting or leaning on a desk or chair under any circumstances when the senator has the floor and is speaking on the bill or resolution.

Filibusters end either when the senator voluntarily yields the floor or after three violations of the rules for decorum and debate. After the third violation, the Senate can vote on a point of order, which if sustained would force the senator to yield the floor, according to the Legislative Reference Library of Texas website.

Filibustering senators are allowed to pause to take questions while on the floor. If someone asks the senator a question, it gives him or her a chance to stop speaking.

The unemployment benefits would have made it so that some people were getting more money by not working than if they were working.

Republicans and the White House called for scaling back the extra payment to $200 a week until states can adopt a more complicated system that would cap the aid at 70 percent of the income workers received before they lost their jobs. It's unclear how long it would take states to phase in the new system; some states have said it could take months.

The Heroes Act includes about $1.13 trillion of emergency supplemental appropriations to federal agencies, as well as economic assistance to governments at the state, local, tribal, and territorial levels. There would be about $485 billion in safety net spending, including the expansion of unemployment benefits, increased Supplemental Nutrition Assistance Program (SNAP) benefits, increased funding utilities payments and job training for low-income individuals, and a 25% increase in aid to disabled veterans. There would be about $435 billion for additional rebates, which would include an additional $1200 stimulus check per individual.
