Well no, I was actually thinking of all the garden variety law breakers you know - the thieves, thugs and swindlers etc transported by Britain to America before the revolutionary war, not Quakers. Those and the 10s of thousands of indentured laborers (debt bonded poor) who were shipped over and had to work of their debts (if they could) before being allowed to leave their masters 'employ'. Point is the only reason Australia was colonized was because Britain lost it's preferred dumping ground for criminals and undesirables after the war. Hence the US's well earned title as 'Number 1' in the penal colony stakes.
