It is already illegal for these individuals to acquire or possess either firearms or ammunition under any circumstances. There is quite literally not one scenario in which someone with a felony conviction can possess ammunition or firearms, and not be committing a crime in the process. If you wish to make it more difficult for these individuals to illegally acquire firearms, push for reforms in the laws that govern them being given early release from prison for career criminals. Push for them to be incarcerated for life, so that they cannot offend again and again.
What he is really saying is that by making it more difficult for Law Abiding Citizens to obtain Guns and ammo, you will make it more difficult for Criminals to obtain Guns and ammo, and that is not true.

For non violent offenders I would do everything else first. Those crimes involve money so i would take a whole lot of theirs. And dock their pay. And force them to work community service. And put on ankle monitors. And give the antabuse. Some would have to go to jail but only after they had lost everything

Could be helpful, is not the same thing as proof that it will actually work as claimed. You are making the argument that constitutional rights should be restricted on the hypothetical basis that it may affect criminal activity. The united states does not operate on that standard of approach.
It most certainly does. No one is required to provide proof a law will even work. It is passed because the people want it. If it does not work it can be repealed but NO ONE is required to provide proof it will even work
