The President exercises two types of Legitimate powers, inherent and delegated. Inherent powers are described in Article II. Delegated powers are those that Congress possesses, that are described in Article I.

1. I see no evidence in Article II that the President has legitimate authority to implement this mandate.
2. I see no evidence that Congress ever delegated this authority to the President.

So far Demented Joe's legal team has been unable to produce convincing evidence of either 1 or 2 for the Court. We told you this back in Sept when lying Joe claimed to possess the necessary power to do this.
