I've looked at todays Army jr. ROTC high school programs, the ROTC program is nothing like the ROTC programs before the early 1970's. Mostly attended by minorities where the agenda is to keep them from dropping out of school and very few ever qualify as being officer material and the majority (2/3) are rejected from enlisting in the military today after graduating from high school. The jr. ROTC has become a social program.
There are tons of clues here that the guy had a high potential to explode eithervas a terrorist or a mass killer. Well we do know that he is a sick assed bastard.

If jr. ROTC does help keep some kids from going full bait useless FUBAR then maybe it us worth even it is used as a social program. Minorities are less likely to go to colllege so moving on to real ROTC is less likley. The other problem is certain minorities are more probe for various reasons to have a criminal record. That will short out a chance nkt only for officer school but even for military service.
Mass shootings? I don't know of one ever happening in Utah. This guy was captured off school grounds. That means he went in, shot as much as he wanted as long as he wanted, then walked away. That wouldn't happen if the school didn't have to wait for the guns to get there.
Give babies hand grenades in their cribs, then they won't shoot up high schools when they become teenagers? Got it.
Nah, grenades are no good. A breech loading 410 is good enough for a young kid. Worked for me anyway.
Years ago, the neighbors kids came to play with my kids. Their mother never let them play with toy guns (Not even a squirt gun) or watch any TV show with a gun. The second they saw the toy guns in my kids toy box, they snatched them up, aimed them at each others faces, and pulled the triggers, yelling "ratatatatat you're dead!" NRA struggles to defend the second amendment while being outspent 20 to 1.
You know all those ultra nerdy Asian kids who ace school and never hurt a fly? They play violent video games, use social media, and watch violent movies. Probably more than most. It starts waaaay before that. Kids who are parented properly are not adversely affected by any of the above.
