Realistically, I don't think that is true though the CCP would love to try. Since the 1960's the policy of the USSR and now Russia is Russia knows it can't match the manpower of China so they won't even try. They will just automatically launch nukes.

Communist China only has around 300 nukes (assuming none get intercepted by Russian missile defenses) where as Russia has around 6000 nukes. No, it would not be an equal exchange.

Like the USSR before it, the Russian Federation may begin to come apart on its own without a strong enough central government to hold it together, and Manchuria was historically Chinese. It wouldn't take much for China to begin to influence the people there to seek independence, perhaps even to rejoin their historical homeland.
