    Hello All

First time poster. I cannot find this answer anywhere.

If Trump issues executive orders in regards to the COVID relief bill, which resulted today (Aug 7) in no agreement in Congress, does this "override" any future relief bill negotiations?

In other words, say he issues E.O. next week, can Congress decide to "return to the table" for relief bill negotiations, AFTER the E.O.'s are issued?

    Thank you

No. Congress can certainly pass a measure that provides funding, but Trump will not agree to bailing out states and cities that stayed shut down to alter the November 3 election or cities and states that encouraged rioting for the same purpose. At this point, Trump is daring Pelosi to rip the unemployment checks out of the wallets of voters. Not certain, but I believe his EOs are just reallocating unspent emergency funds that were previously budgeted.

Absolutely. The only reason Trump was forced to this is because Pelosi and the Democrats tried to take a $1 Trillion in immediate relief to America's idled workers hostage and demanded as a ransom, $2 Trillion in impossible left-wing demands including taxcuts for the rich and the federalizing of the Nov elections in a manner that will make determining who the President and Vice President are by Jan 20, 2021 likely impossible, which means Speaker Pelosi will then assume the powers of the presidency. After listing their impossible demands, they then packed up and left town with no House votes scheduled before Sept 14, 2020.

Trump, who clearly views the American Worker as his constituency, is doing what he can to get them badly needed relief that prevents evictions and allows them to continue putting food on the table.

But yes, far better would be enabling legislation and that would take precedence. The President's measures are only stop gap in the absence of enabling legislation.

Americans Are Growing Less Willing To Beg for Permission To Make a Living: Officials claim doing business is a revocable “privilege,” but many Americans see it as a right that they’ll exercise with or without licenses and permits.

Pelosi and the Democrats have essentially scraped the American People's ability continue to abide by lock-down orders.

Pelosi and the Democrats want government-imposed restrictions on travel, business, and social contact but with enabling compensation depending on the ransom payment of their impossible demands. As the COVID-19 pandemic continues to simmer officials gleefully tighten the screws, using the licenses and permissions they require as enforcement tools. For people tired of being put in an impossible position, the obvious response is to carry on without the government's imprimatur—and they're doing so in droves. That libertarian impulse will not suddenly disappear after the crisis has passed.
The licensing and permitting apparatus that politicians have carefully constructed over the years could soon be swept away by a righteous wave of public revulsion. People aren't going to be so eager to ask permission, and they'll be much more willing to live their lives in its absence.
