"Former Milwaukee police officer Dominique Heaggan-Brown was charged Thursday with first-degree reckless homicide in the fatal shooting of Sylville Smith, which sparked riots in Sherman Park in August. The homicide charge against Heaggan-Brown is only the second filed against an on-duty Milwaukee police officer in modern history. The criminal complaint says Heaggan-Brown's first shot hit Smith in the arm as Smith, 23, threw a gun over a fence.

The second shot, which hit Smith in the chest, was fired after Smith tossed the gun and fell to the ground, his hands near his head.Smith's mother, Mildred Haynes, said she was happy with the decision to charge Heaggan-Brown but thinks the charges should have been more severe.“He shot him in the arm and shot him again in the chest…To me, he shot to kill," she said. If convicted, Heaggan-Brown, 24, faces a maximum possible penalty of 60 years in prison." Source

For those of you who do not already know this, Dominique Heaggan-Brown was already in jail on the counts of a) Second degree sexual assault (two counts), b) Prostitution (two counts) and c) Capture an intimate representation without consent. I'm not surprised by this. He knew the guy he shot. I'm wondering if his sexual assault charges had any influence on this charge.
