Wednesday 1 August 2012 - IPCC scientists tell Senate committee drought, wildfires and hurricanes are becoming normal because of climate change

Drought, wildfires, hurricanes and heatwaves are becoming normal in America because of climate change, Congress was told on Wednesday in the first hearing on climate science in more than two years. In a predictably contentious hearing, the Senate's environment and public works committee heard from a lead scientist for the UN's climate body, the IPCC, on the growing evidence linking extreme weather and climate change. "It is critical to understand that the link between climate change and the kinds of extremes that lead to disaster is clear," Christopher Field, a lead author of the IPCC report and director of global ecology at the Carnegie Institute for Science, said in testimony. "There is no doubt that climate has changed," he went on. "There is also no doubt that a changing climate changes the risks of extremes, including extremes that can lead to disaster."

He later told the committee that those climate-related disasters would have profound effects on industry and agriculture. Field was the first IPCC scientist to appear before the committee since February 2009. It was a time when there was real optimism about prospects for action on climate change under the new Obama Administration. By Wednesday, however, it was universally acknowledged there was no prospect of moving climate change legislation through Congress. There was also little chance the scientists' presentations would persuade the most prominent Republican climate contrarian, Senator Jim Inhofe, who told the committee: "The global warming movement has completely collapsed."

Senator Barbara Boxer, the California Democrat who chairs the committee, also noted she had deliberately avoid calling any administration officials or government scientists. The Republican's campaign against Obama's green agenda, with their attacks on the Environmental Protection Agency and his clean energy loans, would make their presence a political distraction, she indicated. But Boxer told reporters before the hearing she had faced growing pressure from the public to air the issue of climate change. The Republican-controlled House has turned down 15 requests from Democrats for a similar hearing.

Field, in his testimony, warned that the devastating extremes of the last year could soon become routine. "The US experienced 14 billion-dollar disasters in 2011, a record that surpasses the previous maximum of 9," he said. "The 2011 disasters included a blizzard, tornadoes, floods, severe weather, a hurricane, a tropical storm, drought and heatwaves, and wildfires. In 2012, we have already experienced horrifying wildfires, a powerful windstorm that hit Washington DC, heat waves in much of the country, and a massive drought." He went on to make a point of warning Texans that the future of farming and ranching could be put in jeopardy because of climate change.

National Weather Service gets big computing boost
16 May`13 - The U.S. National Weather Service is getting a quantum jump in computing power that will significantly improve its forecasting and storm tracking abilities to better protect the country from severe weather.

"This is a game changer," Louis Uccellini, who took over as director of the National Weather Service in February, told Reuters in an interview, calling it "the biggest increase in operational capacity that we've ever had." The Weather Services' global and national weather prediction efforts have long been hampered by aging technology and a lack of computer power to support day-to-day operations. But Uccellini said that was all due to change through upgrades of its IBM system that will give it more than 25 times the computer power it has today.

Over the next two years, the results should be apparent through enhancements across the whole range of products and services the Weather Service produces, focusing on everything from routine weather to tornadoes and hurricanes to floods, droughts and blizzards. With the U.S. economy vulnerable to severe weather events that can cost billions of dollars a year, the boost in computing power is sure to come as good news to many, especially given concerns that climate change is fueling more extreme weather. That includes millions of people living in hurricane danger zones and U.S. oil and gas producers in the Gulf of Mexico, which is frequently threatened by tropical cyclones. The Gulf accounts for about 20 percent of U.S. oil production. About 30 percent of U.S. natural gas processing plant capacity and 40 percent of the country's refining capacity is concentrated on the Gulf Coast.

A primary IBM machine in Reston, Virginia, and an auxiliary computer in Orlando, Florida, both will be getting the upgrades, which were largely made possible through $25 million in funding from the "Hurricane Sandy supplemental" bill recently approved by Congress, Uccellini said. He spoke from the Weather Service's headquarters in Silver Spring, Maryland, on the eve of a report issued by the National Oceanic and Atmospheric Administration (NOAA) on Wednesday about its performance up to and during Hurricane Sandy last year. The Weather Service is a branch of NOAA, which is part of the U.S. Department of Commerce.

To be sure, meteorologists say the Weather Service and its Miami-based National Hurricane Center did a good job forecasting the onslaught of Sandy, which the NOAA report said had caused more than 200 deaths and more than $50 billion in damages in the United States. But the report makes no mention of the fact that a European forecast predicted Sandy's so-called "left hook", which put it on a track from the east into New Jersey and New York, days ahead of the Weather Service, which initially indicated the storm would remain out at sea.

Massive tornado rips through Moore, Oklahoma: 51 killed, including 20 children; more feared dead
20 May`13 - A devastating, two-mile-wide tornado touched down near Oklahoma City on Monday, killing at least 51 peopleincluding at least 20 childrendecimating homes, businesses and a pair of elementary schools in the suburb of Moore.

According to the state's medical examiner, the death toll was expected to rise. The schoolsPlaza Towers Elementary and Briarwood Elementarywere leveled by the tornado. It was unclear how many children were in them at the time the twister hit, but according to KFOR-TV, at least seven children died at Plaza Towers, and as many as two dozen more were feared to be trapped inside the rubble. An Associated Press photographer saw rescue workers pull several children out alive. A makeshift triage center was set up in the school's parking lot. "This is war-zone terrible," Jon Welsh, a helicopter pilot for KFOR who lives in Moore, said while surveying the damage from the air. "This school is completely gone."

Emergency officials urged people to remain off the roads so rescue workers and first responders could reach people potentially trapped in rubble, as the National Guard was called in to help in the search for victims. Three people were killed at a 7-Eleven in the path of the storm, CBS' KWTV reported, including a man, woman and baby who took cover in a freezer but didn't survive. KFOR reported a fourth person was killed there. "Our hearts are broken," Oklahoma Gov. Mary Fallin said at a news conference Monday evening.

The tornado left a debris field 20 miles long and several miles wide. According to the National Weather Service in Norman, Okla., the tornado was on the ground for approximately 40 minutes, and a tornado warning was in effect for 16 minutes before the twister developed. Weather officials estimated the strength of the storm to be an F4 or F5 on the Fujita Scalethe highest rating a tornado can achieve. The National Weather Service said the tornado's preliminary classification was an F4, with winds up to 200 mph.

On May 3, 1999, a tornado outbreak near Oklahoma City produced 14 tornadoesincluding an F5 in Moorekilling 36 people and injuring 295 others. A host on KFOR called Monday's storm "the worst tornado damage-wise in the history of the world." The devastated area was an estimated 30 square miles. "The whole city looks like a debris field," Moore Mayor Glenn Lewis said on NBC's "Nightly News." "Our hospital is pretty much destroyed."

At least 24 people, including 10 children, were killed when a massive tornado struck an area outside Oklahoma City on Monday afternoon, officials said. At least seven of those children were killed at Plaza Towers Elementary School in Moore, Oklahoma, police said. Emergency personnel scoured the school's rubble -- a scene of twisted I-beams and crumbled cinder blocks.

The tornado was 1.3 miles wide as it moved through Moore, in the southern part of the Oklahoma City metropolitan area, the National Weather Service said. The estimated peak wind ranged from 200 to 210 mph, which would make it an EF5, the most powerful category of tornado possible, according to the agency.

Between 12,000 and 13,000 homes were destroyed or damaged and 33,000 people were affected in some way by the storm, said Oklahoma City Mayor Mick Cornett, speaking at a news conference. He also put the monetary damage estimate at between $1.5 billion to $2 billion. Emergency officials were unable to put a figure on the number of people left homeless, because many people have been taken in by relatives and only a few dozen have stayed overnight at Red Cross shelters. Six adults remain unaccounted for since the tornado, said Oklahoma Department of Emergency Management Director Albert Ashwood. It's possible those people had just "walked off" their properties or could still be found in the rubble, Ashwood said.

Secretary of Homeland Security Janet Napolitano visited the area Wednesday, pledging the government's support and urging people to register with the Federal Emergency Management Agency to see what aid they qualify for. "We know that people are really hurting," she said. "There's a lot of recovery yet to do. ... We will be here to stay until this recovery is complete. You have our commitment on that." President Barack Obama plans to meet with victims and first responders, and view the destruction firsthand when he visits the area on Sunday, White House spokesman Jay Carney said. The National Weather Service said the tornado was a top-of-the-scale EF5 twister with winds of at least 200 mph the first EF5 tornado of 2013.

Dan Ramsey, president of the Independent Insurance Agents of Oklahoma, said a damage estimate in the low billions is "not surprising." "Certainly it's in the hundreds of millions," Ramsey said. "I suppose seeing projections from similar disasters, it could stretch to a billion" or more. With no reports of anyone still missing, the Oklahoma medical examiner's office announced that it has identified 23 of the 24 people who died in the tornado, and that 10 of those killed are children.

Moore tornado: Thunderstorms hamper recovery
23 May 2013 - Cleanup efforts in an Oklahoma community smashed by a huge tornado have been hampered by thunderstorms, as the first victim's funeral was held.

Antonia Candelaria, nine, who died as the twister hit her school, killing six classmates, was laid to rest. Amid heavy rain and hail, a flash flood alert was issued for the Oklahoma City suburb of Moore, where 24 people died, including 10 children. Monday's storm is estimated to have wreaked over $2bn (£1.3bn) in damage. The recovery effort is now beginning to accelerate after all of the missing people were accounted for.

Children 'suffocated'

Residents have been picking through piles of debris where their homes once stood, after being formally allowed on Wednesday afternoon back into the area that was battered by the top-of-the-scale tornado. Whole neighbourhoods in Moore, an Oklahoma City suburb of 56,000 people, were flattened by the twister, which packed winds of at least 200mph (320km/h). Officials estimate 13,000 homes were damaged or destroyed and 33,000 people affected. Moore's fire chief, Gary Bird, said that a number of residents had been injured while sifting through the wreckage of their homes. "Now we are getting numerous calls for things such as gas leaks, electrical shocks, carbon monoxide leaks, nails being stepped on, that kind of thing," he told the Tulsa World newspaper. Despite harsh storms, weather officials said no new tornadoes were expected on Thursday. Among the destroyed buildings in the city are Moore Medical Center and two primary schools.

Antonia Candelaria was among six students who suffocated after being buried under a mass of bricks, steel and other materials as the Plaza Towers Elementary School collapsed. A seventh Plaza Towers student, a seven-year-old boy, was killed instantly as an object fell on the back of his neck. An obituary in the Oklahoman newspaper said Antonia was especially talented in music and art, and had recently auditioned to sing in the school's talent show. Parents, teachers and children who survived gathered at area schools on Thursday as the district marked the formal end of the school year. During the tornado, 22 people hid in the bank vault of the Tinker Federal Credit Union as the rest of the building was destroyed around them. "It was crowded," Jan Davis, an employee, told CNN, "but if there were more people we would have crowded them right in."

On Wednesday, Moore Mayor Glenn Lewis said he would propose an ordinance in the next few days to require all new homes to have storm shelters. Federal grants are already available to help residents subsidise the costs of safe rooms and shelters. But Mr Lewis said he believes is it is necessary to mandate such structures in building work. Some Moore residents were already vowing to rebuild - with storm shelters. "That is the first thing that will be going into the design of the house," Shayne Patteson told the Associated Press news agency as he looked through the remains of his three-bedroom home. President Barack Obama is scheduled to visit Moore on Sunday.

Long and slow

Joplin, a city of 50,000 people, was devastated by the 2011 twister, the deadliest in decades. It killed 161 people and caused more than $2.8bn (£1.7bn) in damage. More than 8,000 buildings were reduced to rubble, and the rebuilding has been long and slow. Yet in addition to the physical damage, tornadoes also exact an emotional and psychological toll. At the same time, disasters attract con artists and hucksters who add to the pain. Today the schools in Joplin remain under construction. And many families are still waiting for their new homes to be built. The rebuilding lessons that Mr Hogan has learned are important - both for those in Joplin and also for people in Oklahoma, where a tornado killed 24 people this week and destroyed entire city blocks.

For some in Joplin, part of a region known as Tornado Alley, the storm's devastation was familiar. Joplin school superintendent CJ Huff, 43, grew up on a farm in McCune, Kansas. When he was 12, a tornado struck. "I still remember the sound of my dad coming down the stairs, yelling, 'It's coming, it's coming,'" Mr Huff says. When the tornado hit Joplin, he was more prepared than most. But he has been taken aback at how hard it has been for the city to recover.

One week after a tornado devastated the lives and landscape of Moore, much of the city seems frozen in time. But despite the staggering wreckage that still litters the ground, the road to recovery is well under way. Here's the latest on the Oklahoma tornado aftermath.

In the rubble, a shocking find

Desperately digging through the rubble where his house once stood, Tom Bridges made a shocking find on Monday: $2,000 worth of crisp bills. He had kept the money in an envelope tucked away atop a window sill -- a place hidden from view and seemingly safe. But when last week's storm blasted his house to bits, the money went missing. The 68-year-old man and a couple dozen volunteers spent Monday morning combing through rubble that was once his home, searching for the envelope.

At one point, they stood in a circle and prayed for the money to turn up. After hours of searching through wreckage 5 feet deep, it did. "All of a sudden, I saw the window sill. ... I picked that up, and there it was," Bridges said shortly after the find, his voice cracking. "I just, I couldn't believe it. It was a miracle." He said he hopes to use the money to buy a new pickup, since the storm totaled his vehicles. "Right now, money is money. I got the clothes on my back and a new toothbrush I bought," he said. "It means a lot. It's just these little things like that really bring some joy in my heart, which I need."

Remembering those lost

Thousands of residents poured into First Baptist Church in Moore for a public memorial and prayer service Sunday night. Tissues in each of the pews greeted the mourners. "It was pretty amazing celebrating all of the people that died and that lived," third-grader Ally Keepers told CNN affiliate KOCO. Ally was inside Plaza Towers Elementary School with the tornado shredded the building and killed seven of her schoolmates. "Some of my friends died, and I was so upset that Kyle Davis died," Ally said. "I was crying. I went to the cemetery and put some flowers out there for him."

Debby Goss of nearby Shawnee said the mass gathering was therapeutic. "I think it was probably the start of healing for the community," she said. "This was a good time for them to see each other in one place that wasn't a rescue center or a disaster area. ... There was a peaceful place for them to just sit and think about the other people that are here to support them and help."
