Rep. Payne had a heart attack earlier in April, fell into coma and never came out of the coma. He was a friendly, lesser well-known Representative, who had been running in the NJ D-primary unopposed. He had friends on both sides of the aisle. He was regarded as a work-horse on nitty-gritty policy details, the kind of guy people go to to get improvements on a legislative draft article.
