I believe Australia saw a 60% decrease while the US saw a 46% decrease if you use 5 per 100k or 16% decrease if you use the 7.8 per 100k.
I'd say no it didn't. You can kill someone with a revolver or a pump action shotgun or a gun you aren't legally allowed to have. I heard that they know they didn't get all the certain types of weapons they were after. I'm not sure people have used these fire arms to murder people.
