Secretary of the United Russia branch in Nova Kakhovka Vladimir Malov died from injuries sustained during an explosion in his car.[65] The Ukrainian Resistance Center stated that Ukrainian partisans coordinated the attack.[66]

    Ukrainian partisans reportedly targeted Russian military assets in rear areas in southern Ukraine on October 12 and 13. Ukrainian Mariupol Mayoral Advisor Petro Andryushchenko reported on October 12 that Ukrainian partisans burned down a warehouse storing Russian combat engineering equipment and supplies for constructing fortifications near Mariupol.[75] The Ukrainian Special Operations Forces Command reported that a Ukrainian special forces resistance unit successfully blew up a section of a railway track, which Russian forces use to supply ammunition and fuel to troops operating in the Zaporizhia direction (western Zaporizhia Oblast) on October 13.[76] The Ukrainian Resistance Center reported that the attack damaged 150 meters of railway tracks and a train that transported logistics and looted goods between Melitopol and occupied Crimea daily.[77]

    Unknown actors, potentially Ukrainian partisans, conducted an attack against a Russian soldier in occupied Zaporizhia Oblast with an improvised explosive device (IED) on October 23.[75] The Zaporizhia occupation branch of the Russian Investigative Committee stated on October 25 that it has opened a case on "committing a terrorist act" in connection with an incident wherein unspecified actors planted an IED under the car of a Russian serviceman in Berdyansk that then detonated, killing the soldier.[76]

    The Ukrainian Main Military Intelligence Directorate (GUR) reported on October 26 that Ukrainian partisans attacked Russian Federal Security Service (FSB) officers in occupied Zaporizhia Oblast with an improvised explosive device (IED) on October 23. The GUR reported that Ukrainian partisans detonated an IED under the car containing four Russian FSB officers in occupied Berdyansk, killing them.[83]

    Unspecified actors attempted to assassinate Russian-backed former separatist Ukrainian politician Oleg Tsaryov on October 27. Tsaryov’s Telegram channel reported that unspecified actors shot Tsaryov twice at his home in occupied Yalta, Crimea.[8] The Russian Federal Security Service (FSB) opened an investigation into the assassination attempt against Tsaryov.[9] Zaporizhia Oblast occupation official Vladimir Rogov claimed that Tsaryov is in intensive care.[10] Kremlin Spokesperson Dmitry Peskov stated that Kremlin did not have information on the assassination attempt against Tsaryov.[11]

    Pro-Ukrainian actors reportedly conducted a cyber-attack against Russian telecom operators in occupied Ukraine. Ukrainian Digital Transformation Minister Mykhailo Fedorov stated that a Ukrainian “IT army” conducted a cyber-attack against major Russian telecom operators “Krymtelecom,” “Miranda-media,” and “MirTelecom,” impairing Russian communications in occupied Crimea and occupied Donetsk, Luhansk, Zaporizhia, and Kherson oblasts.[77]

    The Ukrainian Security Service (SBU) reportedly claimed credit for the October 27 assassination attempt against Russian-backed former separatist Ukrainian politician Oleg Tsaryov. Multiple Ukrainian newswires cited an unnamed source within the SBU on October 28 as claiming responsibility for the assassination attempt.[78] Ukrainian officials have not publicly confirmed these reports, however. Tsaryov reportedly remains in intensive care as of October 28.[79]

    Russian and occupation officials reported on November 8 that a car bomb killed LNR People’s Council member and the LNR Liberal Democratic Party (LDPR) Head Colonel Mikhail Filiponenko in occupied Luhansk City.[19] Filiponenko previously headed the LNR People’s Militia and the LNR’s Joint Center for Control and Coordination (JCCC).[20] Ukraine’s Main Military Intelligence Directorate (GUR) reported that GUR agents and Ukrainian partisans conducted the attack.[21] GUR stated that Filiponenko organized torture camps for Ukrainian civilians and prisoners of war (POWs) and that Filiponenko personally participated in the torture.[22] These accusations would be an apparent violation of the UN Convention Against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment.[23]

    Ukrainian Telegram channel Mariupol Resistance and Ukrainian Mariupol City Advisor Petro Andryushchenko reported on November 10 that Ukrainian partisans detonated a police car in occupied Mariupol, Donetsk Oblast.[86] Mariupol Resistance published photos showing the aftermath of the explosion and stated that partisans took advantage of “a convenient opportunity.”[87] The Ukrainian Resistance Center reported that Russian authorities believe there are over 5,000 Ukrainian partisans in occupied Ukraine but have failed to suppress them.[88]

    Ukraine appears to be intensifying attacks against Russian military, logistics, and other high-profile assets in rear areas in occupied Ukraine and Russia. The Ukrainian Main Military Intelligence Directorate (GUR) reported on November 12 that Ukrainian partisans attacked a Russian military headquarters in occupied Melitopol, Zaporizhia Oblast on November 11, killing at least three Russian Federal Security Service (FSB) and Rosgvardia officers.[1] The GUR’s November 12 announcement follows a Ukrainian partisan attack against a former Luhansk People’s Republic (LNR) People’s Militia head on November 8; strikes against a Russian military base in occupied Skadovsk, Kherson Oblast and Black Sea Fleet assets in Crimea on November 9; and three rear-area strikes and partisan attacks in Russia on November 11.[2] Ukrainian forces have conducted a strike campaign specifically targeting occupied Crimea since summer 2023.[3]

    Russian opposition outlet Astra reported that unspecified actors detonated a car in occupied Kreminna, Luhansk Oblast, resulting in the hospitalization of two Luhansk People’s Republic (LNR) Ministry of Internal Affairs officials on November 16. The attack targeted acting Deputy Minister of LNR Internal Affairs Police Lieutenant Colonel Oleg Shumilov and Deputy Head of the Criminal Investigation Department of the LNR Ministry of Internal Affairs Police Lieutenant Colonel Vladimir Pakholenko.[73]

Ukrainian Melitopol Mayor Ivan Fedorov stated on November 27 that local residents in Melitopol reported that Ukrainian partisans exchanged small arms fire with Chechen forces near occupied Myrne, Zaporizhia Oblast over the weekend of November 25-26.[92] Fedorov reported that Ukrainian partisans also blew up a car belonging to Chechen forces.[93] Russian state media additionally reported on November 27 that unspecified actors (likely Ukrainian partisans) attempted to assassinate Kharkiv Oblast occupation deputy head Alexander Slisarenko, who is now recovering in the hospital.[94]

Kremlin newswire TASS reported that a Ukrainian HIMARS strike killed four occupation police and injured 18 others.[83] The Ukrainian Resistance Center reported that Ukrainian forces struck the occupation law enforcement meeting in Yuvileine (49km southeast of Kherson Oblast) thanks to information from local Ukrainian partisans and killed five high-ranking Russian officials.[84]

    The Ukrainian Security Service (SBU) was reportedly involved in an explosion that caused disruptions on a section of the East Siberian Railway connecting Russia and China on the night of November 29. Russian Railways and the East Siberian Transport Prosecutor’s Office stated that a freight train caught fire in the Severomuysky Tunnel on the Itykit-Okusikan section of the East Siberian Railway in the Republic of Buryatia on the night of November 29.[39] Russian Railways stated that the fire did not interrupt train traffic, but Russian opposition outlet Baza stated that 10 trains were delayed.[40] Baza reported that two railway cars carrying diesel fuel detonated, igniting six total railway cars.[41] Several Ukrainian outlets reported that Ukrainian intelligence sources stated that four explosive devices detonated on the railway as part of an SBU operation and that the railway line, which is one of the two major railway lines between Russia and China and is used to transport military supplies, is “paralyzed.”[42] Russian opposition outlet Astra stated that Russia uses the railway to transport weapons from North Korea.[43] The Ukrainian Main Military Intelligence Directorate (GUR) stated that disruptions in railway lines in Russia are becoming more frequent and are causing serious logistics complications due to the resulting delays.[44]

The Ukrainian Main Military Intelligence Directorate (GUR) reported that Ukrainian partisans conducted a successful attack that killed several Russian personnel, disabled military equipment, and damaged a Russian military refueling station in Melitopol.[85] The GUR reported that local occupation administration officials are trying to hide the consequences of the partisan attack out of fear of Russian special services.[86]
