During British empire only 20 million people died from starvation in India. How many were killed during rebellions- I do not have numbers, but a lot. It was never an 'Empire', even in the most generous way. In order to have an Empire there has to be some stability in the conquered nations, the establishment of laws according to the victors - as well as having an effect on the culture - and it must continue for an extended length of time. The Romans and Brits did it, among others, but never the Germans. Invading your neighbors until you were forced into retreat and defeat is not any kind of 'Empire'. And who has ever deliberately chosen German culture as a way of life?
Then Britain can not be called an Empire either. There was always instability in India and Pakistan during the colonial times. Culture? In no way the British culture was installed in India. They speak English there- OK. But German was also the main language in Europe from the middle of 19th century until the end of WW2.
