Presently the , Step at a Time , invasion base is predicated on creating access corridors for Humanitarian purposes . It is revealed that the US grudgingly took up this position again after the eight point military plan first revealed on February 24 th by Debka was not accepted by Obama despite the military plan having been endorsed by US Military and their Arab counterparts . This plan is not dead . Rather , awaiting developments and gives an illuminating insight into the mind set of NATO and Arab thinking . Below is the plan . 1. A group of nations led by the United States will reserve a quarter of Syrian territory (185,180 sq. km) as a safe haven for protecting more than a quarter of the nations population (5.5 million people) a under a collective air shield. 2. The operation will be exclusively airborne. No foreign boots will touch the ground in Syria. American, Turkish, French, Italian and British Air Force planes will fly out from three Middle East air bases Incirlik and Diyarbakir in Turkey, where the US maintains substantial air force strength, and the British facility in Akrotiri, Cyprus. 3. France has offered to make its aircraft carrier Charles de Gaulle available but accepts that without US air power, spy satellites and operational and logistical resources, the operation will not be feasible. 4. The safe haven will range from Tarkush on Syrias northern border with Turkey and include the besieged towns of Jabal Al Zaweya, Idlib, Hama, Homs and their outlying villages. 5. The safe haven will be placed off limits to Syrian military and security personnel and its air space declared a no fly zone. Syrian intruders will be challenged by the Western fighter-bombers shielding the protected area. 6. The makeup of the coalition force for saving Syria is still a work in progress. Sarkozy has obtained the consent of Britain, Italy, Turkey and Qatar and is in discussion with Saudi Arabia and Egypt. Participation of the last two would make it possible to expand the safe haven to southern and eastern Syria, to include the restive towns of Daraa, Deir a-Zour and Abu Kemal. 7. A regional Syrian administration assisted by Western liaison officers would run the safe havens day-to-day affairs. The coalition would take care of the populations food, medicines and medical care needs. 8. The Western-Arab expedition would not seek Bashar Assads ouster as a mission goal or engage in combat with Syrian forces outside the safe haven. Remind you of anywhere else ? First letter , L ? I found the Debka article mentioned in the OP and it talked about President Obama considering trying to get humanitarian corridors, and it briefly considered what would be required to keep such corridors open and whether a Libyan-type operation might develop. Not to mention several other failings. For example, who proposed this plan? It does not say. Was it proposed by the Joint Chiefs of Staff, the UN, the Arab Leage, Turkey, or Mickey Mouse? And then I look further down. Really? This will be done with aircraft from Incirlik and Diyarbakir Air Force Bases? I wonder if the OP is aware that the Incirlik Air Base is the home to C-130 acargo aircraft and KC-130 fuelers? No fighters, no bombers, just logistical aircraft. And the air base near Diyarbakir was the Pirinçlik Air Base. This base was close in 1997, and the only US personnel there operated an early warning radar station. So interesting that this article talks about "substantial air force strength", but does not even know what kind of aircraft are there (or that the base has been closed for 15 years). And that is just in bullet 2 of this "proposal". This is why I encourage people to use multiple sources, not to just rely on one. Doing so helps prevent oneself from looking foolish. And come on now, support from Egypt? This is almost absolute nonsense. And I find this interesting, a "Western-Arab expedition", that will have no boots on the ground. I would not hold my breath waiting for any kind of "Arab expedition", Western or alone. They tend to keep out of each other's affairs for various reasons. And this has been the case for decades. If they are not fighting each other, they are ignoring each other. In fact, the only times I can think of them ever working together was during their invasions of Israel, and the Gulf War, when one of them was annexed by another state they did not like or trust. After all, look at all the decades of unrest in the area. Lebanon, Palestine, Libya, overthrows of royal families by military and religious dictators. And what has their involvement been? Pretty much nothing. They may give some lipservice and help to insurgents, but militarily they pretty much stay at home.
