As for the OP, following your link clearly shows that the Demonstrations Alert was clearly for the purpose of informing U.S. citizens in Russia that they should AVOID those locations. As propaganda and faux outrage goes, trying to spin this as them encouraging people to go to the demonstrations is not very bright.
