There might be millions of Covid deaths in China. Then you have India that has probably had hundreds of thousands of deaths that were never counted because the people were never tested. What about Russia? You believe only 60,000 deaths there?

There is another way to check if masks/lock down works - take a small country like Israel or Czechia and see if there is any difference id daily infection with masks/lock down or not. My impression is that lock down slows the infections rate. Masks? Common sense says yes, but I trust experts who investigated this problem.

Now, it's just the difficulty to be sure to always be alone that has suggested to some governments [like the Italian one] to make it obligatory to wear a mask also outdoor. It's enough to walk in a very crowded street [may be on Saturday afternoon going shopping] to be at risk of being exposed to SARS-Cov-2.

Unfortunately for wide countries with a high circulation of the individuals it's not possible to be sure that SARS-Cov-2 is not around.
To get such a goal, you would need a 3 weeks strict total lockdown [Chinese style], but we are the "Free World", we cannot use the army to imprison the population! Only little countries, easy to be isolated, and with a low density of population can run very effective common lockdowns, with the collaboration of the population, without using "tools" which are not compatible with democracy.

As for China's figures; odd that many people state that the world is over counting cases and deaths but at the same time say that China is under counting?
