looks like the crimes committed by white people are not prosecuted as intensely nor punished so severely as those committed by blacks .
every 5 minutes my telephone rings with a fraudulent "offer." if new prisons were built for these people to serve at hard labor i would support the project.

This is where systemic racism is shown. Systemic racism makes it more difficult to raise in financial classes. I have looked and asked in this forum if there is statistical evidence that poor people commit more crimes. I haven't seen any, but if they do, that would also account for the data.
I believe a larger percentage of blacks commit crimes than do whites. I believe a larger percentage of men commit crimes than do women.
Those are, in fact, beliefs. Which may or may not be true. But there are no verifiable facts to tell us for sure
