What sort of checks? Given the difficulties with the analyse of mental illnesses, its a dicey proposition

I want the same "compulsory check ups" on car owners, knive owners, and anyone trained in boxing, martial arts, or MMA.
Aren't car owners already checked by default? They are here (in terms of the knock-on effects of particular illnesses and how a license can be taken away)
