    Can't really say that I am familiar with movies of this type though I have watched a great many old film noir classics. The one modern day movie that I enjoyed was Nebraska:

    Genuine classic, I thought. In fact, I do believe it was nominated for an Oscar or some other such award.

    Great movie. So many good quotes. Reese Witherspoon is great.

    Not sure if these movies are neo noir but
    The Last Seduction (Linda Fiorentino)
    Deception (Hugh Jackman) lighting, camera angles
    Edge of Darkness (Mel Gibson) revenge
    Breathless (yes, the remake w Richard Gere)
    Margin Call (camera work, angles, great cast)
