Why are guys addressing an issue that is not an issue in this scenario? The man was not carrying a concealed weapon. He was declaring an unloaded weapon in his baggage which is standard TSA procedure. If these people are not found guilty of criminal possession, the confiscated property must be returned. We need a motivated attorney to decide to put together a class action lawsuit against the New York police to require the return of all wrongfully held firearms and a proper level of punitive damages.
Sorry but Federal law supersedes state laws that allow for interstate transportation of weapons. New York is at fault for not adhering to these federal laws. Yes, they are known to do so and travelers are advised to avoid NY for that reason, but that does not make it right, or even legal.

I would say that one trillion dollars would be appropriate, and the criminal prosecution of everyone involved in what amounts to government-sanctioned armed robbery.
They could provide permits to every person who had charges dropped. Then they could legally hand over the firearms to each one of them.
