    WASHINGTON (AP) — Overhauling welfare was one of the defining goals of Bill Clinton’s presidency, starting with a campaign promise to “end welfare as we know it,” continuing with a bitter policy fight and producing change that remains hotly debated 20 years later.

    Now, President Donald Trump wants to put his stamp on the welfare system, apparently in favor of a more restrictive policy. He says “people are taking advantage of the system.”

    Trump, who has been signaling interest in the issue for some time, said this past week that he wants to tackle the issue after the tax overhaul he is seeking by the end of the year. He said changes were “desperately needed in our country” and that his administration would soon offer plans.

    For now, the president has not offered details. Spokeswoman Sarah Huckabee Sanders said more specifics were likely early next year. But the groundwork has already begun at the White House and Trump has made his interest known to Republican lawmakers.

    Now we get to the meat and potatoes of the Trump legacy intent. RUIN the system with timeouts, so that SOMEHOw all the needy will end, says their requirements.

    This puts the ACTUAL how to deal with need, on some other shoulders.

    And, lays the responsibility, on the SYSTEM, not REPUBLICANS.

    Trump intends to KILL many, through apathy and deprivation.

    He is a sophomoric sociopathic BILLIONAIRE, with folks that are sociopaths, working on taxes, then this.

    They have NO concept of the real world, and how REAL people have to live.

    What Welfare is there to take away ?

    SCHIP? Food for poor kids?

    LIHEAP. Heating Assistance for people who would other wise freeze to death?

    It's not like the poor are living the high life

    And this after adding 1.5 trillion to the debt in order to give millionaires and corporations a massive tax break.../

    The welfare that is gotten illegally. No politician would take needed welfare from people, EVER.
    Then there's this:

The Senate conducted their own investigation which concluded that fully one quarter of all disability insurance claims decisions were flawed, improperly addressing “insufficient, contradictory, and incomplete evidence, thus increasing the chances of rewarding nondisabled persons.” The study also determined the Social Security Administration (SSA) failed to establish that claimants were properly screened to certify that they satisfied metrics in the Social Security Administration’s (SSA) medical “Listing of Impairments” to meet eligibility requirements that would qualify them for the DI program. The Inspector General’s office identified billions in fraud. The Senate study implies many billions more in abuses.     From the OP it's unclear whether the whole system or just parts are under attack...so we don't know.

    So you would hurt millions of people because of 3% waste?

    You said "Don't attack the whole system". I said cheats. I'm not going after the whole system. No one and I repeat no one is talking about kicking the real needy off the rolls. Clinton reformed welfare and I applauded him for it, although a Republican Congress actually did the work. So why can't President Trump do it, it's been years since an overhaul has been done? Needed badly.

    Too many people who are in the system have NO concept of the real world, and how REAL people have to live and so we have created a class that contribute nothing to America. When temporary assistance became permanent entitlements a segment of the population became a permanently idle and a whole new set of societal problems began. Every societal ill that we have to deal with now is rooted in the empty, meaningless, hopeless lives of those who are dependent on the government dole. The gargantuan expenditure of welfare payments are a drop in the bucket compared to what it costs to deal with all of the attendant problems caused by dependence. The answer is not reform but rather enforcing what is already on the books. It is the law of the land that welfare has a five year limit with no possibility of reapplying This is not occurring anywhere in the US, for many it's still cradle to grave and multigenerational, this has to end. The only people who are leaving the system are those who voluntarily do so and those numbers are small. They are small because in many states welfare pays more than twice the minimum wage. Here in Massachusetts the average recipient receives around $50,000.00 annually in total benefits. That includes food, housing and medical plus a nominal allowance to spend anyway that they want. It is no coincidence that Massachusetts is a one party state (Democrat) and along with some of the highest benefit payments nationally we also have more than our share of crime and gang activity and drug dependence. Heroin use here has exploded and all of the problems related to that are rampant. Being a sanctuary state we are inundated with a whole new set of problems and yes illegals are eligible for benefits here. Our schools are choked with non english speaking students and the quality of education is suffering. This is the sort of snowballing I mentioned earlier and without some sort of sane intervention it can only get worse. So welfare reform enforcement is not only appropriate but necessary. Because there are far more recipients than those who can enforce these reforms I'm in favor of a one year grace period for those who are on welfare during which time they have to reapply with legitimate proof of need. It's a small thing to ask and long enough for it to be convenient to the recipient, failure to do so however should cause permanent loss of benefits.

    Im no ideological ally of welfare, but theres multi-billion$ corps still skating tax free and we're still spending more on our military than most of the planet combined. Welfare reform needs to happen, but any savings we get from it will be a drop in the bucket compared to the two aforementioned examples. I dont think we're prioritizing effectively here...

    ACTUALLY, during the campaign, Trump said, if you are on Disability, you will be KICKED OFF, unless you have to CRAWL to the bathroom. UNQUOTE.

    Welfare reform was NOT a defining goal of the Clinton Administration. Far from it.

    It was the historic gain of Republican Control of congress through the "Contract with America" that brought about welfare reform.

    bill clinton ended welfare as we knew it by taking away the lifetime benefit, and only allowing it to go to women with children for 5 years.

    the President can't really make it any worse by eliminating whats left of it, no one likes the lazy.

    Instead of FORCING me to pay (through taxes) for people who don't work as hard as I do, why not just pay welfare to those people YOURSELF, and get off my back?

    Welfare should be ran by the states. Just because it is called "Welfare" doesn't mean that it is the same as "general welfare" in the Constitution.
